Title: The Hydrological and Meteorological Monitoring, Forecasting and Protection System B'2 Component
1The Hydrological and Meteorological Monitoring,
Forecasting and Protection System B.2 Component
- B.2.1 Task
- Build-up and launch of telemetric measurement
network - Managing team
- - Task Leader - mgr inz. Aleksander Kruszewski
- Deputy Task Leader - mgr inz. Piotr Cygan
- Realization period 6.06.2001 31.12.2004
- Realization price 883 000 EURO 32 770 000 PLN
7 518 000 USD - after
conversion - 16,61 m USD
2PURPOSE B.2.1- Build-up and launch of the
telemetric measurement network
- Modern hydro-meteorological measurement network
for the protection system must be efficient and
reliable - Estimated minimal range of measurement network
for forecasting and protection system consists of
1000 stations of different types - In addition the system must to fulfill the
condition of being representative in relation to
collection of historic data - The used systems and communication equipment
must ensure full functionality in all possible
weather conditions - Full integration with other tasks within B2
component B2
3SCOPE B.2.1 Build-up and launch of the
telemetric measurement network
- Preparing the telemetric system technical design
- Communication system design together with
analysis and measurements of radio waves
propagation - Design of the equipment for measurement stations
and of the set of basic measurements programs - Preparation of typical designs for given types
of measurement stations and means of their
installation - Design of software for system operation control
- Arrangement and collection of documents
necessary for system development
4SCOPE B.2.1 Build-up and launch of the
telemetric measurement network
- Preparation of Technical Specification for the
bidding for build-up of the telemetric network - Build-up of the telemetric network and
communication infrastructure taking into
consideration the already existing phonic
radio-communication - launching the system in all 7 branches /
departments of IMGWs observation - measurement
services - Introducing the system into cooperation with
other tasks of B2 component, especially with
B.2.2 task, for which the telemetric system shall
be one of the primary sources of observation
results
5PHASES B.2.1 Build-up and launch of the
telemetric measurement network
- B.2.1.2 Task Development of the hydrological
and meteorological telemetric measurement
network. - Phase I preliminary design of the network and
verification of positions of telemetry posts - Phase II technical design for the whole
network - Phase III final design and preparation of
technical specification - Phase IV finalization of documentation
necessary to start the installation works - Phase V supervision over system development
cooperation in the integration process - B.2.1.3 Task Implementation of the hydrological
and meteorological telemetric measurement
network. - Phase I preparatory works
- Phase II build-up of pilot installation to
perform integration tests with other tasks within
the component - Phase III build-up and launch of the remaining
part of the system - Phase IV launch all the elements of the system
6STATUS as on 30.09.2003 B.2.1 -Build-up and
launch of the telemetric measurement network
- In relation to B.2.1.2 Task Design of the
network ... the realization is in the IV phase
due to - Changes in the Construction Law (11.07.2003)
- Constant delays in the acquisition of permits
for use from RZGW Cracow and Warsaw - In relation to B.2.1.3 Task Build-up of the
system the realization is in the I phase
preparatory works
7B.2.1 Build-up and launch of the telemetric
measurement network
- Anticipated cooperation with OKI (RZGW) and
with other users will take place at the level of
System of Hydrology (B.2.2 Task).
8B.2.1 Build-up and launch of the telemetric
measurement network
- At this stage the realization is not anticipated
- Due to the modernity of applied solutions the
cooperation related to the operation of
measurement stations belonging to other systems
dedicated to data transmission is possible within
IMGWs homogeneous system
