Title: Integration of environmental issues in the development and implementation of projects experience and
1Integration of environmental issues in the
development and implementation of
projectsexperience and examples from
BrandenburgDr. Frank BeckMinistry for
Agriculture, Environment and Land Use Planning,
Brandenburg State, Germany
- The crucial points, in order to consider
environmental interests successfully in the
structure fund promotion, are program planning
and design of the promotion guidelines - Possibilities of including environmental goals
during project selection and decision about
granting of promotion - Examples of measures supported by the structural
funds ERDF, EAGGF and ESF
2Including of environmental goals in promotion has
2 dimensions
- Integration principle
- Requirements of environmental protection and
sustainable development must be taken into
account for in al measurements - Harmful effects should be avoided.
- Environmental measures
- Financing the measure is directed towards the
improvement or protection of the environment -
3Integration of environmental goals during the
programming process
- There are options during all the programming
steps - Analysis of the environmental situation (SWOT)
- Definition of development-aims and priorities
- Definition of criteria for success and indicators
- Environmental monitoring as part of the
accompanying-system - Environmental program as separate part of the OP
- Exclude harmful projects from funding
- Formulate environmental-oriented quality
standards for decision making - Proportioning and allocation of the finances of
the funds
4Possibilities for including environmental issues
by creating promotion guidelines
- Environmental measures as direct goal of
promotion - In case of other than environmental measures
environmental criteria should be specified - Rules for participation of Environmental NGOs or
other partners should be defined - Excluding specific technical systems, processes
or measures, which are hazardous to the
environment is possible - the rate of funding can be specified according to
the environmental effects
5Possibilities of including environmental goals
during project selection and decision over the
grant of promotion
- The grant allocates the needed financial sources
to the applicant for the implementation of the
project - The grant specifies
- the amount of promotion
- the recipient
- the aim of the project
- the period, in which the money for the purpose
must be used - Environmental interests can be considered
through - the obligation to keep specific extra
requirements (environmental conditions,
participation of NGOs the purpose of using
buildings ore devices) - Excluding of parts from funding, that may
damaging the environment - payments with the provision of specific
preconditions (e g. approval of the project,
result of the EIA)
6Program for Care and preservation the culture
landscape
- Basis Article 22 24 of EC-regulation 1275/99
as well as EC-regulation 1750/99
(agro-environmental measures) - Target financial assistance for agricultural
production orientated to the environmental
protection and maintenance of rural areas - Target group farmers and land user
- Measures in Brandenburg (example)
- extensive management of river meadows
- ecological farming
- maintaining of cultivated plants threatened with
extinction - fruit-growing and vegetable-growing with less
amount of pesticides and agro chemicals
7Program for combining the creation of new jobs
with environmental improvements
- Target

- Public creation of jobs

- Structural policy in rural areas
- Basis combined support from the employment

re-fit into the landscape - re-construction of old agricultural facilities
- Supporting environmental education facilities
- Nature-oriented Tourism
- organising and realising projects within the
Local Agenda 21
8Program for reduction of air pollution and
emissions
- Basis financed by ERDF
- Target
- reducing air pollution caused by traffic and
energy conversion - Climate protection
- improvement of energy efficiency
- Increase the portion of renewable energies
- Noise reduction
9Program for reduction of air pollution and
emissions
- Examples of supported measures
- Implementation of noise reduction planning in
cities - Integrated model projects in the traffic sector
- Use of low-pollution drives in the public
suburban traffic (e.g. Conversion of the bus
drives from Diesel to natural gas) - Ecological model houses
- Energy saving and use of renewable energies
- combined production of electricity and heat in
power stations - Integrated traffic and energy projects in the
rural area - Planning and implementation of local or regional
energy concepts
