NEPADBackground

• New Partnership for Africas Development (NEPAD)
  was launched in October 2001 in Abuja at
  inaugural meeting of Implementation Committee of
  Heads of States and Governments.

NEPAD Environment Initiative

• Key Objectives
• Promote sustainable use of natural resources
• Integration of environmental considerations into
  poverty reduction strategies.
• Improve institutional framework for regional
  environmental governance.
• Provide framework for solid partnership with
  bilateral, multilateral partners, e.g. GEF

ACTION PLAN Process

• Action Plan developed with support from a project
  funded by GEF, and managed by UNEP, and has been
  achieved through a consultative process involving
  800 African experts.
• Process overseen by Project Steering Committee,
  comprising representatives of the 5 members of
  bureau of AMCEN, and 5 founding members of NEPAD,
  who met four times between January 2002 and May
  2003 - in Pretoria, Algiers, Dakar and Maputo.

FRAMEWORK PREPARATION OF ACTION PLAN

• First stage of process was the preparation of a
  framework, that was endorsed by the 9th session
  of AMCEN held in Kampala from 1-5 July 2002, and
  subsequently by Summit of African Union in Durban
  from 8-11 July 2002
• 800 African Experts met to finalise Action Plan,
  at 8 thematic workshops held early 2003 (January
  through February 2003).

PREPARATION OF ACTION PLAN

• 8 Thematic Workshops were held one for
  consultation with civil society groups.
• Result of workshops fed into a Plan of Action to
  implement the environment component of NEPAD,
  together with over 200 proposed projects to
  tackle some of the most pressing environmental
  issues of Africa.
• A Capacity Building Programme is incorporated by
  the Action Plan

Commitment Ownership

• Action Plan reviewed endorsed by AMCEN, 2003
• Action Plan was presented to and adopted by Heads
  of States of the African Union at Summit of AU in
  Maputo, on 12July 2003)

GOAL AND ELEMENTS

• Goal of Environment Initiative and, the Action
  Plan to implement it, is to reduce poverty and
  environmental degradation and thereby ensure
  sustainable development on continent
• Common element is to build the capacity of
  African countries to manage the environment and
  implement the objectives of the global
  environment conventions

• SREAPs are developed by Regional Economic
  Communities, RECs, with technical support from
  UNEP IUCN)
• NEPAD Secretariat plays key role in coordination

What does it mean to link Local to Global to
Local?

• The Local level is informed about opportunities
  arising from MEAs that potentially can improve
  livelihoods.

• The National and Global levels are informed about
  local needs and the obstacles that prevent people
  from improving their livelihoods.

• Necessary adjustments are made at Global and
  National levels to clear obstacles and respond to
  needs at the Local level.

Constraints to overcome
Each level has its own explicit priorities and
needs with specific opportunities and obstacles
linked to them

• Most commonly solutions which aim at addressing
  these opportunities and obstacles are developed
  for a specific level only.

Type of information, its format and language are
mostly not compatible between levels (spec.
National Local).

• How will the project achieve its goal?

• Through a National Convention Coordination Centre
  (NCCC) that will a.o.

• Identify, and translate into appropriate
  language, those parts in the conventions
  workprogrammes that are potentially beneficial to
  local initiatives to improve livelihoods.

• Identify, and translate into policy implications,
  the obstacles local initiatives are facing in
  trying to improve livelihoods.

• Make sure that the appropriate levels are
  informed about the Centres findings.

• Micro-Grants programme (MGP) to demonstrate
  MEAs-Poverty linkages.

• Add to existing small grants programmes or
  projects.

• Selection of projects through National Selection
  Committee.

• Support to projects that benefit the Environment
  and at the same time improve livelihoods.

• Support to projects that have the potential to
  impact horizontally as well as vertically.
