ISTANBUL January 16 2009
2Content
- The French context
- European climate - energy package (3X20)
- Factor 4
- The Grenelle , an unprecedented process
- Grenelle 1 measures
- General data
- Measures for building, Transport , Industry, and
renewable energy - The social and economic impact of the Grenelle
- International cooperation
3The French situation
- France among the leaders for non carbon energy
production - France the 2nd main renewable energy producer
from EU
4The French carbon balance
- Performance Carbon
- The 4th best rank in term of carbon intensity
from fuel combustion in OCDE on 2005 - (metric tonnes of carbon from fuel combustion
per 100 US dollars of GDP)
Source OCDE
5France the 2nd rank for renewable energy
production in European Union
6The new context
- The European Climate energy Package (3X20)
decided by the European Council on December 12
2008, put EU on the way to improve its energy
efficiency of at least 20, to increase at least
up to 20 the share of renewable energy
production and to achieve a 20 reduction of CO2
emissions by 2020 - To divide French CO2 emissions by a factor 4 from
1990 to 2050 - The Grenelle de lenvironnement
-
7The Grenelle, an unprecedented processin 4 steps
- 1. Development phase for elaboration of proposals
for action, from July to September 2007This work
was carried out within the frame of 6 working
groups, gathering representatives of all the
stakeholders - Fighting against Climate change and controlling
energy demand group - Preserving biodiversity and natural resources
group - Establishing a health-friendly environment"
group - Adopting sustainable production and consumption
patterns group - Building a green democracy group
- Promoting ecological development patterns
favouring employment and competitiveness group - and two intergroup workshops devoted to
genetically modified organisms (GMOs) and
waste management.
82-3 and 4 steps, from proposal to implementation
- 2. Consultation phase, late September and early
October 2007 - The findings were discussed at regional
meetings, and in an Internet forum resulting in
268 commitments . - 3.The Decision negotiation phase on the major
options, October 24-26th 2007 was concluded by a
President speech who announced, that these
commitments would be fulfilled - 4. Implementation phase is now ongoing, starting
with the legislative process to be completed in
2009 - A first law for the implementation of the
Grenelle de lenvironnement has been already
approved by the Assemblée Nationale on October
and will be submitted to the vote of the Sénat
expected in the mid of February, before final
approval. - The draft of the second law on the national
commitment for environment has been submitted to
the ministers Council on January 7th entering now
in the validation process
9Post Grenelle / Energy policy
The priority Energy efficiency
- Building the first priority
- Transport to curb down the emissions
- Industry and agriculture to put progressively
the emissions permits to auction
- Drastic reduction of energy consumptions
10Breakdown of France total final energy
consumption in 2006
Building
Total (2006) 162 Mtoe
11Breakdown of CO2 from energy emissions
Total (2006) 396 million t CO2
12The Building sector a great potential for
energy savings
- Context
- Consumes the most energy of all sectors
- 43 of total final energy, and
- 25 of Frances CO2 emissions, resulting both
from the important use of electric heating and
the high rate of nuclear power production (80)
13The building sector
- The stakes
- The most energy consuming sector
- 44 of the final energy consumption (71 Mtoe)
- 20 of national GES emissions
- Grenelle targets
- Achievement of a 40 energy savings before the
end of 2020
14The building sector
15Buildings, We can do it !
Energy consumption per m² and day degree

16A large potential for energy savings

17The transport sector
- The stakes
- The highest GHG emissions
- 26 of national GHG emissions
- 32 of total final energy consumption (51 Mtoe)
- Grenelle Target
- 20 reduction of GHG emissions before 2020,
back to the 1990 level
18Transport sector
19Passenger transport
20Renewable Energy, Grenelle Targets
- Renewable energy from 16 Mtoe (9)to 36 Mtoe (
23) - Heat from wood 9 Mtoe -gt 13 (4 Mtoe)
- Heat from Cogeneration 0 -gt 2 (2 Mtoe)
- Solar and geothermal heat including heat pumps
0 -gt 3 (3 Mtoe) - Heat from waste and biogas 1 -gt 2 (1 Mtoe)
- Total Heat production 10 Mtoe -gt 20 Mtoe ( 10)
- Biofuels 1 Mtoe -gt 4 (3 Mtoe)
- Hydro 5 Mtoe -gt 5 Mtoe
- Wind 0 Mtoe -gt 5 Mt0e (5 Mtoe)
- Cogeneration (Power production) 0 -gt 1 (1
Mtoe) - PV, geothermal power, miscellaneous 0 -gt 1 (1
Mtoe) - Total electricity 5 Mtoe -gt 12 Mtoe ( 7)
21The Grenelle law N1 and energy
- Many additional measures like
- A balance with research funding for nuclear civil
application on one side and clean technologies
and environmental protection on the other side is
to be reach before the end of 2012 - 1 for research on civil nuclear application
1 for research on Clean technologies including
renewable energy and prevention of harmful
environmental effects - Demonstration fund on energy managed by ADEME
- (150 million euros already available in addition
to the ADEME budget for 2009) - Feasibility study for a Climate-energy taxation
applied on fossil energy consumption considering
effects of GES emissions and balanced by an
equivalent reduction of the global tax system - First ban of inefficient products expected by
2010 for incandescent light bulbs
22Social and economic impact of the Grenelle laws
N1, example for the building sector
A total estimated investment higher than 205
billion euros before 2020 in the Building sector
- Including 192 Bn for the thermal rehabilitation
of existing buildings and 13 Bn for new
buildings anticipating further thermal
regulations - Relevant energy savings estimated up to 130 Bn
over the life time of these buildings -
A large set of economic tools tax reductions,
eco-loans and loans at 0 rate, White
certificates
Globally large works (Building , Transport,
Energy, Waste) represent - investment close to
400 Bn (35 Bn / year) - close to 500 000 new
or saved employments.
23ADEME as a precursor is now considered as one of
the main actor for the implementation of the
Grenelle
- ADEME "precursor"
- The principal Grenelle measures were supported or
have deeply implied ADEME the zero rate
eco-loan, bonus-malus, Bilan Carbone,
environmental labeling of products etc. - New funds for ADEME
- "Fond démonstrateur recherche" - large
démonstrative RD projects 400 millions / 4
years - 150 Millions for 2009
- "Waste fund" - waste RD projects "Heat fund" -
heat from renewable énergies 204 millions for
2009 (expected)
24The Grenelle impact on the 2009 ADEME's
Intervention Budget
Waste
Energy
Air quality and noise
Cross-sectoral action
Total of 551 million euros for initial
provisional budget (259 million euros in
2008) Including research (43 million
euros) Including Grenelle measures 319 million
euros (with the Heat fund - 154 million euros
waste fund - 50 million euros) To be added
demonstration fund on energy 150 million euros
25 Energy cooperation, keys for success
- Ambitious goals and targets
- ...giving strong priority to both energy
efficiency and the promotion of renewable
energies... - requiring the participation of all sectors and
all players... - and the use of all public policy tools
26An appropriate Framework for exchanges of best
practices The Mediterranean Solar Plan
- For the compliance to the distributed target for
20 GWe of power generation from adequate mix of
renewable energy - To deal with challenges on both demand and supply
side, toward an objective of 20 of energy
savings by 2020 referring to 2005 energy
consumption (equivalent to a 60 Mtoe reduction) - The MEDENER network 12 Mediterranean energy
agencies supporting PSM - Welcome to the Turkey
