The new context
  • The European Climate energy Package (3X20)
    decided by the European Council on December 12
    2008, put EU on the way to improve its energy
    efficiency of at least 20, to increase at least
    up to 20 the share of renewable energy
    production and to achieve a 20 reduction of CO2
    emissions by 2020
  • To divide French CO2 emissions by a factor 4 from
    1990 to 2050

The Grenelle, an unprecedented processin 4 steps
  • 1. Development phase for elaboration of proposals
    for action, from July to September 2007This work
    was carried out within the frame of 6 working
    groups, gathering representatives of all the
    stakeholders
  • Fighting against Climate change and controlling
    energy demand group
  • Preserving biodiversity and natural resources
    group
  • Establishing a health-friendly environment"
    group
  • Adopting sustainable production and consumption
    patterns group
  • Building a green democracy group
  • Promoting ecological development patterns
    favouring employment and competitiveness group
  • and two intergroup workshops devoted to
    genetically modified organisms (GMOs) and
    waste management.

2-3 and 4 steps, from proposal to implementation
  • 2. Consultation phase, late September and early
    October 2007
  • The findings were discussed at regional
    meetings, and in an Internet forum resulting in
    268 commitments .
  • 3.The Decision negotiation phase on the major
    options, October 24-26th 2007 was concluded by a
    President speech who announced, that these
    commitments would be fulfilled
  • 4. Implementation phase is now ongoing, starting
    with the legislative process to be completed in
    2009
  • A first law for the implementation of the
    Grenelle de lenvironnement has been already
    approved by the Assemblée Nationale on October
    and will be submitted to the vote of the Sénat
    expected in the mid of February, before final
    approval.
  • The draft of the second law on the national
    commitment for environment has been submitted to
    the ministers Council on January 7th entering now
    in the validation process

The Grenelle law N1 and energy
  • Many additional measures like
  • A balance with research funding for nuclear civil
    application on one side and clean technologies
    and environmental protection on the other side is
    to be reach before the end of 2012
  • 1 for research on civil nuclear application

    renewable energy and prevention of harmful
    environmental effects
  • Demonstration fund on energy managed by ADEME
  • (150 million euros already available in addition
    to the ADEME budget for 2009)
  • Feasibility study for a Climate-energy taxation
    applied on fossil energy consumption considering
    effects of GES emissions and balanced by an
    equivalent reduction of the global tax system

    2010 for incandescent light bulbs

  • Including 192 Bn for the thermal rehabilitation
    of existing buildings and 13 Bn for new
    buildings anticipating further thermal
    regulations
  • Relevant energy savings estimated up to 130 Bn
    over the life time of these buildings

A large set of economic tools tax reductions,
eco-loans and loans at 0 rate, White
certificates
Globally large works (Building , Transport,
Energy, Waste) represent - investment close to
400 Bn (35 Bn / year) - close to 500 000 new
or saved employments.
