- Indicator 14 required by OSEP
- Arizona must facilitate the reporting from a
students PEA - the percent of youth formerly with IEPs, who are
no longer in secondary school and who have been
competitively employed, enrolled in some type of
postsecondary school, or both, within 1 year of

- (employment in) the competitive labor market that
is performed on a full-time or part-time basis in
an integrated setting and for which an
individual is compensated at or above the minimum

7Why collect Post-School Outcomes data?
- IDEA 2004 requires that all states, as part of a
State Performance Plan (SPP) and subsequent
Annual Performance Reports (APR), collect,
analyze and report post-school outcomes data to
the U.S. Department of Education/Office of
Special Education Programs (USDOE/OSEP) and to
the public. - States post-school outcome data for youth with
disabilities must now be reported annually . - To improve outcomes for individuals with
disabilities.

survey - Collected during Year 1 of the 6-year monitoring
cycle, also referred to as the Exit Year - Can be entered online optional, but recommended

- Survey conducted via interview
- Contact all exited students during the year
following their exit from school - April 1st Sept. 30th of the following year
- Must submit collected data online by Oct. 1st
12Implementing PSO Data Collection
- Each PEA develops a system to conduct the
interview and enter the data online. - The Student Exit Form/Post School Outcomes data
collection application is accessed through the
ADE Common Logon www.ade.az.gov/commonlogon - NOTE You must first add the Student Exit
Form/Post School Outcomes application link to an
existing Common Logon. Locate this exact title in
your Common Logon menu. If it is not there
contact the ADE Support Center at - 1-866-577-9636 / 602-542-7378 or at
ADESupport_at_ade.az.gov.
13Ideas to Increase Response Rate
- For smaller districts
- Host an alumni activity invite students back to
school - For most districts
- Collaborate with the Career and Technical
Education programs who have completer
responsibilities for the Carl Perkins Act. - Include in your SEF contact information the phone
number(s) of the students school friend(s).

- Begin early (Freshman IEP)
- Make direct contact (i.e., phone calls) vs.
mailing a survey - Ensure confidentiality
- If written correspondence is required, avoid
sending surveys during traditionally busy periods
(e.g., holidays) - Try to personalize communication, regardless of
contact method - Express commitment to use the information to
improve outcomes for students that follow them

- Question If a student with an IEP drops out
during the year we are assigned to gather data,
must the student be included in the post school
outcome data collection? - Yes, states are to address all youth who
have left school, including those who graduated,
dropped out or aged out. - Dropouts, no matter when they leave
(9th-12th grades), should be included. However
when the individual is contacted the year after
leaving school and he/she is back in school the
exiter should not be included. Celebrate their
return to school!

- Question Why can we collect this information
without acquiring parental consent or obtaining
permission from the former students with
disabilities? - The Individuals with Disabilities Education Act
(IDEA) of 2004 requires this data collection.
The Family Educational Rights and Privacy Act
(FERPA) protects the privacy of student records.
- Because this study is required by law, the
students former school can use information from
school records without the permission of the
former student if eighteen or older, or parental
permission if the former student is younger than
eighteen. All responses must be kept
confidential, and are not to be disclosed as
individual student data.

- Question Who can conduct the survey interviews?
- The person or persons selected to
conduct the telephone or face-to-face interview
is a local decision. - However, if the former student is contacted by
someone he/she is familiar with, it can increase
the likelihood of a response from the former
student. A teacher of the former student,
because a relationship once existed, may have a
better chance of connecting with the former
student. - Regardless of who is selected to conduct the
interviews, it is imperative that the
interviewers are knowledgeable regarding
confidentiality requirements, have good
communication skills, are flexible, are available
to call during the day or in the evening and are
familiar with the interview protocol. Formal
training on the use of the interview protocol is
strongly suggested.

- Question How long should it take to conduct the
survey interview? - Although it will vary from one
individual to another, the survey interview
should not take more than 15-20 minutes. The
length of time may be dependent on the amount of
clarification needed by the former student or
other respondent relative to particular survey
questions.

- Question How is the Post-School Outcomes (PSO)
Data Collection application accessed? - The Student Exit Form and the
Post-School Outcomes (PSO) Data Collection
application is accessed through the ADE Common
Logon (https//www.ade.az.gov/commonlogon). If
you do not already have a user account or do not
have the Student Exit Form/Post School Outcomes
application link added to an existing Common
Logon account, call the ADE Support Center. - The Support Center can be contacted at
1-866-577-9636 or 602-542-7378. Their e-mail
address is ADESupport_at_azed.gov. For further
detailed information please refer to the HOW TO
SUBMIT THE DATA section of the SEF/PSO Guidance
Document.

- Question By what date must the data from the PSO
Surveys be entered into the ADE/ESS on-line,
web-based Post-school Outcomes Data Collection
application and who then has access to that data? - The post-school outcome data for
your designated cohort year of exiters must be
submitted by October 1st (or the next business
day after if the 1st is on a weekend) after which
time the application will be closed. PEAs will
still have access to all their reports but not to
Data Entry for this cohort year of exiters after
October. - The reports (not individual student data) are
provided to OSEP and will be posted for the
public on the ADE website.

- Question If someone other than the former
student answers the telephone, should you proceed
to conduct the interview with him/her? - If the person is someone on the
former students contact list you can go ahead
and conduct the interview. If the person is not
listed as a contact for the former student, then
do not proceed with the interview with that
person.

- Question What if an exiter refuses to
participate in the survey? -
- If the former student is unwilling to
participate in the interview and asks you not to
attempt to contact others regarding him/her move
on to the next exiter.

- Question What if we cant locate or contact all
exiters? - You probably will not be able to
locate or contact all exiters. That is common. - The Post-school Outcomes Survey Guidance
Document specifies the number of attempts you
should make to contact the former students. If
the former student is unavailable to participate
in the interview, information can be obtained
from someone on the former students list of
contacts (i.e., parent, guardian, or other
person). This person should be knowledgeable
about the former students current participation
in post-secondary education/training and
employment activities. - Please provide information related to your
unsuccessful efforts through the Feedback
button at the bottom of the application screens. - This becomes a response rate issue which was
covered earlier.
