ICT Development in Universities and Research
Institutes

• - Access of Iranian academic institutes to global
  network initiates in 1994.
• - Iran National Academic Network (INAN) was in
  established 1998, linking 230 scientific centres
  in 39 cities.
• - From 1998, ICT departments were established in
  11 universities all around the country to
  increase the training capacity for human resource
  development in ICT.
• - 15 ICT incubators have been established in
  different Technology Parks to encourage private
  sector for ICT activities.
• - TAKFA plan

TAKFA Irans Road to Knowledge Based Development

• Supreme Council of Information Communication
  Technology (SCICT), the highest decision making
  body in the area of ICT policy making in Iran
  under a direct order from the president undertook
  the development of a national ICT plan beginning
  year 2000.
• A national ICT agenda named TAKFA has been
  approved.

• The general framework consists of 5 parts
• 1- Infrastructure
• (Access, Security, Data Centers, Regulation
  and Law)
• 2- Commerce and Economical Services
• (eCommerce, eBanking)
• 3- Government Services
• (eServices, eGovernment)

• 40 national projects and 110 subprojects are
  defined.

Major Events of TAKFA Sience the Initiation

• 100 million US dollars initiating budget were
  allocated for the advanced of ICT in Iran by the
  parliament at the beginning 2002.
• On June 14th 2002, TAKFA Plan was presented and
  approved by the Iranian cabinet.
• On June 27th 2002, TAKFA was approved additional
  of the Fiscal national budget to be used by
  different sectors of Government for achieving the
  TAKFA goals

Major Events of TAKFA Science the Initiation

• 20 million US dollars initiating budget was
  allocated for the starting up of eCommerce.
• 20 million US dollars initiating budget was
  allocated for the education at the secondary
  school level.
• Internet bandwidth of all colleges and
  universities was doubled.
• TAKFAs budget was increased in 2003 to 400
  million US dollars.
