Vision Statement
  • The National Association of HBCU Title 3
    Administrators will serve as a resource and
    conduit to the United States Department of
    Educations IDUES and to the Membership for
    developing and implementing initiatives which
    facilitate and achieve maximum efficiency in the
    use of program allocations.

STRATEGIC GOALS
  • To provide information and technical assistance
    to member institutions and other stakeholders
  • To serve as an advocate to help advance and
    strengthen HBCU programs
  • To encourage and maintain a cohesive relationship
    with the U.S. Department of Education and the
    HBCUs and
  • To serve as a forum for discussion and reform of
    regulations and policies.

Todays Situation
  • The College Cost Reduction and Access Act (H.R.
    2669) supplemental funding goes into effect
    October 1, 2008.
  • President Bush's 2009 budget proposal cuts 85
    million in Title III funds designated for HBCU.
  • The Higher Education Act passed by Congress and
    signed by President Bush has been reauthorized by
    Law.
  • U.S. Department of Education has begun site
    visits to improve oversight of HBCUs that receive
    Title III grant money designed to strengthen
    academic programs.
  • GAO still argues that the Department of Education
    needs to take steps to align some strategies and
    objectives, and develop additional performance
    measures, and has conducted site visits also.
  • HBCU Results not Demonstrated (PARTS. 2007)
    still lingers over our program

Challenges for 2008-09
  • Reduce the amount of Carry-forward dollars left
    on the table from previous fund-years
  • Produce Documentation and evidence of success
  • Improve Programmatic and fiscal accountability
  • Dialog to strengthen collective and systematic
    strategies for process improvement and
  • Dialog to strengthen Partnership collaborations
    with NEFEO, TMCF, UNCF WHI, and IDUES.

INITIATIVE 1 NAHBCUT3A Assessment Committee
  • Extend the Commission of the NAHBCUT3A Assessment
    Committee to
  • Respond to the PART (and other Assessment
    Reports) and prepare a clarifying statement for
    Assessment Reports
  • Provide input regarding APR Revisions
  • Conduct NAHBCUT3A Title III Self-Assessments and
    disseminate findings in a Reports and
  • Submit a Position Paper on the improvement of
    the Title III Assessment and Evaluation of the
    Title III B Program to the Department of
    Education.

INITIATIVE 2 NAHBCUT3A Advocacy Committee
  • Commission the NAHBCUT3A Advocacy Committee to
  • Develop and strengthen collaborative initiatives
    that protect HBCU and HBGI resources and provide
    for program invigoration
  • Seek out information for dissemination regarding
    legal and legislative matters and
  • Advise the Executive Committee regarding matters
    pertaining to Title III policy, legislation and
    implementation.

INITIATIVE 3 NAHBCUT3A Regional
CoordinatorsNetwork
  • Extend the Commission of the Regional
    Coordinators to
  • Serve as regional liaison for respective regions
    to the National Association
  • Assist in recruiting new Institutional and
    Individual members for the Regional and National
    Associations
  • Provide leadership, vision, and enthusiasm for
    existing and future regional initiatives
  • Orient and keep Title III Directors and other
    Title III personnel in the region in the loop
  • Provide Technical Assistance through Regional
    workshops
  • Establish regional Capability Statements
  • Conduct surveys of Regional areas and
  • Serve on the Associations Speakers Bureau

INITIATIVE 4 NAHBCUT3A Mentoring Program
  • Extend the Commission of the Mentoring Program
    to
  • Make project implementation much easier for new
    Title III Administrators.
  • The Association has established, and will
    continue, a Mentoring Program that pairs seasoned
    veterans with new administrators.
  • Provide information and technical assistance to
    member institutions

INITIATIVE 4 NAHBCUT3A Annual Technical Workshop
  • The Association will continue to conduct its
    Annual Technical Workshop to
  • Provide information and technical assistance to
    member institutions and other stakeholders and
  • Encourage and maintain a cohesive relationship
    with the U.S. Department of Education

Action Strategies
  • Design NAHBCUT3A Program Initiatives to
  • Develop a strategy which will collectively reduce
    the amount of program funds left in the GAPS by
    09-30-09
  • Develop a collective strategy to reduce HBCUs
    carry-forward funds to an amount less then 20
    annually by 09-30-09
  • Develop a generic Title III Policy and
    Procedures Manual (for optional use only) by
    09-30-09
  • Continue to orient new Title III Administrators
    via
  • The Mentoring Program
  • Establish a Speakers Bureau of knowledgeable
    members by 01-31-09 and

Action Strategies (Continued)
  • Present a Title III Plank at the conferences of
    all Partners (i.e., NAFEO, TMCF, WHI, UNCF and
    IDUES) by 09-30-09.
  • Publish a semi-annual Newsletter by 06-30-09
  • Publish an Annual Report of HBCU Title III
    Colleges and Universities which chronicle the
    collective impact of Title III programs across
    the four (4) focus areas by 11-15-09
  • Develop a strong Regional Associations Network
    by 01-31-09
  • Submit proposals to fund initiatives
  • Re-tool and expand the use of the Associations
    Website by 09-30-08.

CONCLUSION
  • The Association will endeavor to facilitate the
    effectiveness and efficiency of all HBCU and HBGI
    programs. We will move to establish working
    partnerships with other stakeholders, and herald
    the impact and accomplishments of the Membership.
  • This Action Plan is dedicated to the HBCU and
    HBGI Community in the endeavor to make Title III
    B all that it can be.
  • As always, we need your commitment, involvement
    and trust to prevail.
