NEPA and MESD

• National Environmental Protection Agency (NEPA)
  - is responsible for data centralizing,
  establishing of the database, issuing the
  preliminary report at the national level and
  transmitting to the MESD
• Ministry of Environment and Sustainable
  Development (MESD) - is designated as the legal
  competent authority that coordinates the
  application of E-PRTR Regulation. It is also
  responsible for analyzing the report into a
  inter-ministerial committee and then submitting
  the report to European Commission and European
  Environmental Agency

• Laboratories are now under a centralized
  accreditation process, using the services of an
  independent company
• Accreditation mainly for air pollutants and
  noise

Challenges/experience

• AIR- using the wrong emissions factors (eg
  after investing in de-polluting installations,
  Corinair allows to use smaller emission factor
• Water not performing the entire calculation
  (eq. submitting the data in mg/l and not
  kg/year)
• Communication, consultancy and information flow
  is essential
