CO2 levels have never been higher during at least
the last 420,000 years
3The areas of Greenland that melt in summer
(orange) have expanded in recent years
- The present Greenland and Antarctic ice sheets
contain enough water to raise sea level by almost
70 m

4Global average sea level is rising
20th century up 10 to 20 cm 21th century Likely
to rise 20 to 70 cm
5Rainfall patterns are changing
Houston We have a problem
Increasing Rainfall
Decreasing Rainfall
6Transports share of global GHG continues to
increase
Transport is the source of 60 of the increase in
total world-wide GHG emissions 2002-2025

Projections to 2030
7Emerging AsiaPopulation Growth
- Half of the planet lives in emerging Asia
- Up to 750 million by 2030 to 4 billion
- Increasing Urbanization (20002025)
- China 81 growth of urban population
- India 87 growth of urban population
- Increasing urban sprawl
8Background and Rationale for This Paper
- Stabilizing and reducing atmospheric GHG
concentrations is essential to global
sustainability - In July 2005 the G8 adopted the Gleneagles
Action Plan on Climate Change, Clean Energy, and
Sustainable Development
9Background and Rationale for this paper
- ADB has initiated analytical work towards
formulation of a policy and investment framework
to guide investments and address energy
efficiency and climate change in the transport
sector in Asia - The paper and the regional workshop are the first
steps in the formulation of such a policy
framework
10Objectives
- Put climate change mitigation from on-road
transport and its associated co-benefits on the
agendas of all stakeholders - National, state and provincial governments
- Local city and municipal governments
- NGOs and community groups
- Private enterprise and investors
- International development community
11Co-benefits of Climate Change Mitigation
- To promote the adoption of policies to reduce
GHGs it is important to emphasize the co-benefits
of such measures in terms of - Air Quality and Health
- Traffic and Congestion
- Quality of Life
- Economic Development
- Transport Efficiency
12Co-benefits of Climate Change
13Objectives
- Formulate a policy framework
- Establish an action plan
- -To mitigate the climate change effects from
on-road transport - - At local and regional levels
- Define the Steps Forward
