1Regional Workshop to disseminate Water Supply and
Sanitation Standards of Quality of Service,
adapted to LDCsPreparation to the ISO TC 224
Draft Standards test in Africa.
WBI/InWEnt/AfWA/NWSC WORKSHOP KAMPALA (UGANDA),
JULY 24-27, 2007
2 - Introduction to the workshop
-
- Claude Jamati
- World Bank Institute (WBI)
3Why this approach ?
- Standards aim at
- Facilitating the definition and the evaluation of
water and sanitation (WSS) services, - Facilitating dialogue between all stakeholders,
namely operators, local authorities, consumers
associations, regulatory bodies, - Developing a common understanding
- STANDARDIZATION GENERATOR OF PROGRESS
4What we do not want
- Complicated words, even if the subject is
technical and specialized - Theoretical speeches far from the actual
situation on the ground in Africa - A workshop where experts and consultants provide
their science without interaction
5What we want
- An exchange with an objective of 50 of the time
spent in debates - The involvement of all stakeholders (operators,
local governments, consumers associations,
regulators) - A pragmatic workshop ending with a clear shared
road map
6Objectives
- Presentation of a methodology of implementation
of standards, adapted to the African context - Discussion of this methodology and adaptation
according to the conclusions of the working
sessions - Definition of the most pertinent criteria in
order to test these standards
