  • Project Development Objective
  • The overall project development objective is to
    increase significantly the use of
    environmentally-friendly agricultural practices
    in the project area and thereby reduce nutrient
    discharge from agricultural sources in Romania to
    the Danube River and Black Sea.

Existing Manure Management Practices
  • Livestock housing systems is rudimentary with
    accumulation of dung plus urine and effluent that
    is allowed to soak into the ground. Only few
    households have simple tanks for collecting
    effluent. Solid waste is generally dumped by the
    roadside or left in the water-courses.

Concept of waste handling at the Household Level
  • Locate the waste store close to the livestock
    housing.
  • Avoid double handling of the waste before the
    store.
  • Provide impermeable storage for the solid
    livestock waste.
  • Stack the waste to reduce run off.
  • Stack the waste to increase storage capacity.
  • Provide catchment to effluent run off and urine.
  • Direct all rainfall onto roofs away from waste.
  • Provide facilities for the optional composting of
    waste within the storage areas.
  • Provide sufficient storage period for over winter
    storage this should be a minimum of 1 month.

The Subject of Communes ApplicationGrants on a
cost-sharing basis for the following package of
investments
  • Construction of village-level solid waste manure
    facilities and small storage bunkers with
    effluent collection facilities at the household
    level, as well as supply of equipment for manure
    handling and spreading.
  • Tree planting on the commune degraded land.
  • Planting of shelterbelts/windbreaks, hedge rows,
    narrow vegetative barriers, filter strips and
    riparian buffers.
  • Wellhead protection, demonstration program.
  • Improvement of Communes pastures as well as the
    management of communal grazing land.

Comunas Committment
  • a) Availability of land meeting the following
    requirements
  • The land is rightfully owned by the Comuna
    authority.
  • The land is suitable for the proposed
    construction objective.
  • The land is non-arable land.

  • b) Availability of equipment for manure handling
    and spreading
  • Tractor
  • Trailer
  • Spreader
  • Tanker
  • c) The commune is ready to provide collection
    service for the households without transport
    facilities.
  • d) The commune is committing to obey applicable
    environmental legislation on manure operation.
  • e) The commune endorses the manure storage design
    proposed by the PPU and approved by the Calarasi
    County Council.

  • f) The commune obtained the permits and
    authorizations for construction as follows
  • Land planning certificate (issued by the County
    Council).
  • OCAOTA permit.
  • Permit from the Centre for Preventive Medicine.
  • ICLPUAT authorization.
  • Water Management Company permit.
  • Environmental Impact Assessment Study.
  • Environmental authorization.
  • Construction Permit.

  • g) The commune would provide the funds required
    and will be responsible for the OM of the manure
    storage, complying with applicable environmental
    legislation.
  • h) The commune agrees to be the guarantee for the
    householders selected to receive support for the
    construction of the household bunkers and well
    head protection, that they will properly use the
    materials given by the Project for the agreed
    construction purposes.
  • i) The commune is committed to participate in the
    tree planting program, providing the land and the
    labor for planting and maintaining the trees,
    according with the Project provisions.
  • j) The commune is committed to work with the
    Project to increase the use of environment-friendl
    y agricultural practices among the farmers,
    facilitating the training activities and
    workshops organized by the Project for farmers.
