3Where does Law Enforcement Fit into comprehensive
Plan to address alcohol related issues?
- A comprehensive plan includes changing social
norms change (attitudes/beliefs and behaviors)
around alcohol use, strategies to reduce access
to alcohol (especially for youth), and
enforcement of laws - Connection to the community
- Enforcement can affect social norms such as youth
perceptions of disapproval by parents and other
adults in the community or of getting caught and
punished. - Enforcement can reduce access by changing
perceptions and physically limiting access
4How law enforcement is different
- Law enforcement has its own culture
- Often feels the public doesnt understand them
- Sees things that normal people dont see
- Deals with what society doesnt want to deal with
- Works odd hours, holidays, your normal days off
5Where to Begin with Law Enforcement
- Setup an initial meeting with the chief of the
force and a designee - Start with the school resource officer, if there
is one - Call the department and ask who is assigned to
work with youth
6Effectively Engaging Law Enforcement
- Be prepared when you meet with Law Enforcement
- Know what youre asking them to do
- Explain how this will benefit them
- Offer resourcesbe sure you can follow through
with them

- Engage with the coalition
- Provide data for decision making and grants

- Allow ride alongs for greater problem

- Increase the enforcement of underage drinking
laws by adopting effective enforcement policies

the coalition

- Solicit for money on your behalf
- Conduct investigations at your direction

14What Not to do with Law Enforcement
- Tell the department how to do underage drinking
prevention - Expect them to know everything
- Expect them to work for nothing
- Expect them to jump on board right away
- Expect them to attend your training because you
plan it
15Engaging Law Enforcement
- Ask the department to participate in a specific
activity or event you are sponsoring - Invite the chief (or representative) to one of
your board meetings - Have an officer you are already connected to link
you with new officers
16Steps for Planning Training for Law Enforcement
- If training is already planned for or must be
delivered during September, submit a TTA request
to Carol Hays chays_at_communitysystemsonline.com - If TTA needed after Sept when your Community
Coach visits you, review the TTA Menu for the Law
Enforcement Training options. - Indicate those trainings you have already put in
Goal 2 or you anticipate you may need for your
SARG II. - Indicate the month you would like training to
occuryou may need to be flexible - We will develop the statewide TTA plan based on
your requests

18Steps for Planning Training for Law Enforcement
- Once your request is made, Sue Carrigan will
contact you to discuss - your law enforcement outcomes
- LE training needs related to each outcome
- your connections with law enforcement
- LE trainings will need to be scheduled through
the designated training unit officer in each
targeted LE organization. This person will know - what trainings are needed by which officers
- which officers should attend trainings
- what days/times will work for those officers
19Steps for Planning Training for Law Enforcement
- Sue will coordinate schedules of Trainers and let
you know available dates/times for trainings
either in your community or multi-county setting - Discuss with Sue locations, materials, and time
needed for each training you are scheduling
20What if you dont have connections with LE
- If you have not already connected with the
training coordinator and would prefer for a law
enforcement trainer to make that connection, Sue
will arrange for that - If you are just building relationships with law
enforcement, they may need a relationship
building orientation session from a law
enforcement officer to build buy in, followed up
by more specific training later
21Evaluation
- Sue will arrange for the sign in and evaluation
forms and a return envelope to be sent to you for
the LE training your community is receiving - It is your responsibility to print enough copies
for the participants, distribute/collect them
immediately following the training and mail them
back to FSU in the envelope provided - You will receive a copy of the evaluation report
from FSU
