BACKGROUND
IT IS NECESSARY TO PROVIDE FURTHER ASSISTANCE
FOR REEC IN KRALJEVO AND LOCAL ENERGY MANAGERS
WITH THE AIM OF CAPACITY BUILDING IN SERBIAN
MUNICIPALITIES

• The Ministry of mining and energy has started
  with the activities regarding implementation
  energy policy on a regional and local level
  trough the realization of the project Norwegian
  assistance to Serbia for introduction of the new
  energy efficiency policy, energy balance on local
  level and implementation of Kyoto Protocol.
• Establishing the energy managers network and
  preparing energy balance on a local level, is a
  first steps in the process of establishing energy
  planning on a local level.
• reec in kraljevo was established in may 2006.

STRATEGIC AND LEGAL FRAMEWORK

• issue energy permits for heating energy
  production facilities,
• bring tariff systems for the calculation of
  delivered heating energy,
• prescribe requirements for acquiring the status
  of a privileged heating energy producer and the
  criteria for meeting these requirements and
  determine the method and procedure for acquiring
  such a status,
• keep a register of privileged heating energy
  producers,
• bring energy development plans.

THE DECREE REGULATING THE STRATEGY IMPLEMENTATION
PROGRAM

• To involve reec for implementation of energy
  policy in the area of energy efficiency, res and
  environmental protection,
• To establish municipal energy managers,
• Municipalities should prepare and implement plans
  and programs for the use of res,
• Municipalities should promote and implement
  energy efficiency measures,

  support for the fifth Regional energy efficiency
  centre in Kraljevo and the acquisition of
  necessary equipment for the realization of this
  activity
• 40 000 euros,

• Establishment energy planning on a local level
• 120 000 euros.

FINANCIAL MEANS 160.000,00 EUROS THE PERIOD OF
REALIZATION 12 MONTHS
