1
Title Japans Challenge Toward the Goal of
Kyoto Protocol and beyond-
  • Moto Kanokogi

2
Kyoto Protocol 1
  • The United Nations Framework Convention on
Climate Change (UNFCCC) made the first
international legally bound treaty on climate
    change.
  • Entered into force February 16, 2005.
  • However, non-participating countries, such as US,
    Australia, China, others

3
Kyoto Protocol 2 -target-
  • Industrialized countries will reduce collective
emissions of greenhouse gases, an average over
the five-year period of 2008-12. by 5.2 compared
    to the year 1990.
  • Six greenhouse gases - carbon dioxide, methane,
nitrous oxide, sulfur hexafluoride, HFCs, and
    PFCs
  • National targets range 6 for Japan
  • 8 reductions for the European Union, 7 for the
    US, 0 for Russia
  • Permitted increases of 8 for Australia and 10
    for Iceland."

4
Kyoto Protocol 3 -progress -
  • Developed countries, taken as a group, have
    achieved sizable emission reductions.
  • Compared to the 1990 levels, overall greenhouse
gas (GHG) emissions were down 5.9 in 2003.

The Key Measures for the Achievement of the
Commitment
  • Changes of Everybodys Life Style toward the
    reduction!
  • Publication Environment Tax
  • Innovation of Technologies in every facet!
  • Dramatic Shift to Nuclear Power Generation!
  • on condition of all necessary solutions
  • Buy or Get Emission Right, using Kyoto Mechanism
    which offers three menues!

Changes of Everybodys Life Style!
  • Effective System for Motivating Everybody toward
    emission reduction is Indispensable
  • Environment Tax be effective!
  • Rate \650/CO2 ton
  • Tax Revenue \490 Bill
  • 4 Reduction Expected

10
Technological Innovation Ex.-Hybrid Car Engine-
  • Carbon Dioxide Emission (g/km)
  • Hybrid Engine Car (Prius) 66
  • Gasoline Engine Cars 105269
  • use gasoline (petrol) and electric batteries for
the energy used to power internal-combustion
    engines (ICEs) and electric motors

If, Buy Emission Right
  • 40 ER/CO2 ton
  • Amount of purchase 200 mill ton/yr
  • Budget 8,000 ER mill/yr
  • About 1.3 trillion yen

17
Various moves these days 1
  • President Bush on the June 22nd 2005 encouraged
the construction of new sites, arguing that
nuclear power help tackle emissions tied to
    global warming.
  • A commercial nuclear power plant was put in
operation in Japan, 54 plants in operation.
  • French president Chirac expressed the start of
the work to develop so called 4th generation
reactor to be commercialized after 2030. A long
    term project!

18
Various moves these days 2
  • The United Nations Climate Change Conference
    (Montreal, 10 December 2005)
  • Agrees on future critical steps to tackle climate
    change
  • with the adoption of more than forty decisions
that will strengthen global efforts to fight
    climate change.

19
Asia Pacific Partnership on Clean Development and
Climate
  • An agreement between six Asia-Pacific nations
Australia, the People's Republic of China, India,
Japan, South Korea, and the United States.
  • It was introduced at the Association of Southeast
Asian Nations (ASEAN), regional forum on July 28,
2005. The inaugural ministerial meeting of the
partnership will be held in Sydney in January
    2006

20
Conclusion
  • Japans proceeding to achieve the commitment in
the Kyoto Protocol is in progress, but behind
    schedule.
  • Various activities are on going, nationally and
internationally as well, aiming at broad range of
targets, some in short and some in long terms as
    well.
  • For a global solution, a framework beyond Kyoto
    needs to be built.
