ISSUE Force XXI, Army Transformation,
Institutional Transformation and Army Leader
Development and Training Panel alignment with
OPMS XXI.
  • DISCUSSION
  • OPMS XXI was implemented in 1997 to support
    Force XXI initiatives.
  • Army and Institutional Transformation have
    superceded Force XXI.
  • No attempt has been made to determine the impact
    of Army Transformation and Institutional
    Transformation on OPMS XXI (i.e. multifunctional
    soldier versus specialist).
  • The Army Leader Development and Training Panel
    recommendations may impact on OPMS XXI.
  • ADS initiatives might be incorporated into the
    appropriate Army Transformation Campaign Plan
    Line of Operations to receive senior Army
    Leadership visibility and funding support.
  • Effects of Transformation must be at least
    estimated before TAADS can be fixed
    institutional TDAs, IDIV, Corps redesign will
    drive changed numbers in smaller functional
    areas may drive changes in OPMS XXI planning
    assumptions/models.
  • RECOMMENDATION
  • DCSOPS/DCSPER immediately convene a PAT to
    determine the impact of Army Transformation,
    Institutional Transformation, and the Army Leader
    Development Training Panel have on OPMS XXI
    initiatives/implementation.

ISSUE Funding for IO CF Functional Area
Qualification Courses
  • DISCUSSION
  • Nine COHORT YGs have career field designated
    (CFD) into the IO CF to date.
  • DA PAM 600-3 requires officers CFD into IO CF
    FAs to attend a FA Qualification Course as part
    of FA qualification.
  • New IO CF FA Qualification Courses were only
    partially funded in FY 01, UFRs for FY 02 and
    beyond.
  • DA has directed requirements for new courses
    using DL or a means to reduce TTHS, funding for
    Dl has been insufficient to meet this requirement
  • Increased delays in development, to include DL,
    will result in an increased backlog of officers
    requiring training.
  • RECOMMENDATION
  • CF Coordinators continue to work with TRADOC and
    ARSTAFF to obtain funding.
  • ARSTAFF provide funding for continued
    development / conduct of IO CF FA Qualification
    Courses.
  • ARSTAFF establish a PAT to review the entire
    education and training system to meet the needs
    of Army Transformation.

ISSUE Intermediate Staff College (ISC)
attendance and curriculum policy decisions
are required for all CF Proponents to develop an
overall functional area educational program (DA
PAM 600-3).
  • DISCUSSION
  • Proponents need an ILE / ISC program that is
    clearly defined and executable.
  • Proponents need an ILE / ISC policy as soon as
    possible to fully implement an overall ILE policy
    for their respective branch/FA.
  • ILE must incorporate the SAM Program in terms of
    architecture, attendance, utilization
  • Lack of an ISC policy prohibits the Proponents
    from developing an overall officer education
    strategy for their functional areas.
  • ILE requirements demand a clear Army policy
    relating to career long learning
  • ILE requirements also demand a tenured
    instructor/faculty policy by DA.
  • Any ILE / ISC policy needs to be properly funded
    / resourced for successful implementation.
  • RECOMMENDATION
  • Immediately staff ILE / ISC policy at GO level
    throughout all four Career Fields for Army-wide
    implementation in FY 03.
  • ARSTAFF establish a PAT to review all
    policies/regulations affected by ILE and
    determine a resource plan to implement full ILE
    by FY 03.
  • ARSTAFF establish a PAT to determine all the
    impacts ILE will have on TTHS, attendance at
    military and civilian education institutions, and
    the applicability of ACS/TWI/Fellowship Programs
    within Army Transformation

ISSUE Some branches and FAs, particularly in
the IO CF, continue to experience structure
imbalances.
  • DISCUSSION
  • Changes made during the Jan 99 Recoding
    Conference have been reversed by the MACOMs
    during the PMAD cycle.
  • Changes to TOEs/TDAs may have adverse effects on
    promotion pyramids and cause imbalance in
    officer structure, especially in small functional
    areas.
  • Army Transformation is impacting on structure
    faster than originally anticipated and requires a
    process for change.
  • TOE positions must be validated / documented
    within the transformation division structure.
  • RECOMMENDATION
  • CF Coordinators request that the ARSTAFF conduct
    a Recoding Conference to fix TAADS and align PMAD
    and TAADS.
  • ARSTAFF ensure positions are documented in the
    IDIV TOE.
