INTRODUCTION
  • The IGNOU Regional Centre Shillong was
    established in the year
  • 1988 initially having the jurisdiction of the
    entire North East
  • Region. In March 1996 the Guwahati Regional
    Centre of the
  • University was set up to look after the student
    services in the State
  • of Assam, Arunachal and Sikkim.The Regional
    Centre Shillong was
  • then entrusted to supervise the five states i.e
    Meghalaya, Mizoram,
  • Manipur, Nagaland and Tripura. However in
    December 2000 the
  • Shillog Regional Centre was further divided with
    each State of North
  • East Region under the prestigious North East
    Educational
  • Development Project (NEEDP).

The Activities of the Regional Centre Shillong
  • Admission- Introducing different New Programmes
    like MA( Sociology),MA( Public Administration),M.A
    (Economics), from 2005. Diploma in Nursing
    Administration (DNA) and Certificate Cource in
    Maternity and Child Health from Jan 2007.
  • Term End Examination- There are 18 Examination
    Centres. The Report of the Observers which were
    sent to the Regional Centre have also been
    forwarded to the Registrar SRED.
  • Interactive Radio Counselling - IRC is being
    conducted o they 2nd ,4th and 5th Saturday from
    4.P.M to 5.P.M., because the AIR authorities said
    that there are less number of staff on Sunday,
    since most of them are Christians. The agreement
    was made to hold the IRC on Saturday.
  • Monthly Monitoring Report submitted regularly to
    NEP.
  • ECP for PGDHE was held this year as per scheduled
    given to us by the School of Education New Delhi.
    Resource persons are invited from various
    Educational Institution in Shillong including
    N.E.H.U. and other Educational Institution.
  • FM Radio Station of IGNOU Shillong The Gyan Vani
    FM Radio Station is broadcasted in 103.6 Mega
    Hertz everyday from 5.00P.M to 8.00.P.M.
    Counselling in Khasi and English for CPE was done
    through Gyan Vani FM Station.
  • Visit of Study Centres Officers of IGNOU
    Regional Centre Shillong visits the study centres
    regularly.
  • Induction Meet- In the study centres where
    downlink facilities are available, induction meet
    was conducted. For those study centres where
    down link facilities are not available the said
    meet were conducted through face-to-face
    mode.Report of the Induction meet was sent to the
    Head Quarter.
  • CLP is conducted every month at TLC ,Study
    Centre CICs

Self appraisal of performance of the Regional
Director
  • I have taken over charge as the Regional
    Directo(in-charge), IGNOU
  • Regional Centre Shillong w.e.f 9.5.2006(F/N) as
    the then, Regional Director
  • Dr.A.S.Guha was promoted to the post of Joint
    Director (RSD).In this five
  • months as Regional Director(in-charge), beside
    doing the daily routine work
  • some important task that I have undertaken are as
    follows
  • CPE question papers translated from English to
    Khasi
  • Monitored the evaluation of the CPE answer
    scripts of English and Khasi for the T.E.E. June
    2006
  • Organised a two day Coordinators Meeting held on
    12th 13th Oct 2006.
  • Established Five Information- Cum-Admission
    Centres.
  • Visited 10 Study Centres in this short period of
    five months
  • Organised awareness programme to popularize IGNOU
    Programme in the region.
  • Published articles in Khasi Language about IGNOU
  • Planning to organise training programme for
    umemployed youth in Bee Keeping,Mushroom
    Cultivation.
  • Planning to organise training programmes on Value
    Added Products in Fruits Vegetable in the 2nd
    week of December 2006, in collaboration with
    ICAR, Barapani Shillong
  • Organised three days training programme in
    floriculture through EDUSAT.

Innovation and suggestion for New Initiatives
  • Leather Works- Meghalaya being a meat eating
    state, Plenty of leather is available to create
    work avenues for self employment of youth.
  • Training should be given in Piggery,
    Poultry,Fisheries, Mushroom Cultivation,
    Floriculture, Food Processing, Bee Keeping.
    Sericulture and Weaving, Water Management, Cane
    and Bamboo works.
  • Training in computer maintenance
  • Training in entertainment electronics ,Cd
    Players, Sound system and Audio players.
  • The Mobile Library is needed to help the IGNOU
    learners in the far flung areas.
  • Training of Biodiversity professional
  • To train the unemployed youth in Indian Sweet
    making in collaboration with the Institute of
    Hotel Management Govt. of India.

Issues concerning student services/ delivery
Mechanism
  • Identify centres which will function as a depot
    where
  • such study materials and assignments materials
    can be stored, so that the needy Regional Centres
    can acquire the same from such Depot. Thus saves
    time and also make the study materials
    assignments readily available to the needy users.
  • Trained technical persons maybe appointed to
    handle the Edusat and other electronic
    equipments.
  • In view of the increasing in enrolment at
    different study centres, creation of one fulltime
    post for one staff is felt necessary
  • IGNOU website requires regular updation
    especially the fresh assignments

Recent initiatives under implementation
  • Training of Computer hand ware for unemployed
    youth
  • Training of untrained School Teachers of the
    State Govt. of Meghalaya in CPE ie. in Khasi,
    Garo and English. Total no of student enrolled
    till date is 2261.
  • Evaluation of T.E.E. answer scripts of the CPE
    programme at Shillong Regional Centre.
  • Training of the State Govt. Police personnel in
    Computer.
  • Organising Orientation Programme for the
    Co-ordinators/PIC on the 12th 13th November
    2006.
  • Awareness campaign for IGNOU Programmes at
    Nongpoh, Ri-Bhoi District in collaboration with
    Computer Management Institute at Nongpoh on the
    10th November 2006.

Suggestions to improve access through enhance
enrolment quality and efficiency of Delivery
mechanisms
  • (i) To reach the door step of the aspirant with
    the help of available media I.e
    print,audio,video, radio, telephone,TV,computer,
    satellite.
  • (ii) Conducting awareness campaign in remote
    areas.
  • (iii)Popularisation of IGNOU Programmes and
    activities through print media.
  • (iv) Exhibition, Quiz competition,
    seminar,Workshop and other may be conducted from
    time to time.

Administrative Issues
  • (i) Supply of Staff Car/Vehicle
  • It may be pointed out that the Regional Centre
    Shillong is in-need of staff car / vehicle.
    Approximate annually expenditure of IGNOU
    Regional Centre , Shillong, for hiring a vehicle
    is a sum of Rs.1,30,000/-(Rupees One Lakh thirty
    thousand) only. In this connection, it may be
    pointed out that supply of Vehicle to this
    Regional centre, will be more cost effective for
    for University.
  • (ii) Construction of IGNOU Regional Centre
    building
  • North Eastern Hill University(NEHU), has alloted
    land free of cost within its Campus for
    construction of IGNOU Regional Centre office
    building. IGNOU Hqrs., is therefore requested to
    make necessary action in this regard.

Programme at Tele-Learning Centre
  • The TLC/Computer Lab is open everyday i.e from
    Monday to Sunday for all students.
  • (i)CLP is still continuing in our TLC/Computer
    Lab, till date the total No of learners who have
    completed CLP successfully is 1340
  • (ii)Certificate in Computing (CIC)
  • (iii)Counselling session for MCA in Theory
    Practicals

Suggestions for improvement
  • (i) One day training on Finance Accounts is
    suggested for the persons handling the Finance
    Accounts for various Study Centres
  • (ii) Training is required for the Coordinator/PIC
    in handling EDUSAT and Dish Antenna equipments
  • (iii) Relaxation in the eligibility criteria for
    appointment of Academic Counsellors for Study
    Centres/PSc located in remote areas.
  • (iv) Since IGNOU is giving a remuneration to the
    Principal of the host institution, the same type
    of remuneration may be given to the Principal of
    PSCs and Special Study Centre too.
  • (v) Need for enhancing remuneration of the Part
    time staff of study centre and special study
    centre.
