  • 1.7 Million Nepalese live in India, more than
    100000 women in various Indian brothels, every
    year around 12000 women are trafficked mostly to
    India. Lately, the number has snowballed because
    of conflict in Nepal.

  • This phenomenon of international migration is an
    aberration from the general trends of migration
    explained so far.
  • Some latest (gu)estimate mentioned that every day
    around 10,000 people cross the border and most of
    them settle across UP, Uttaranchal, Bihar, Delhi,
    Himachal Pradesh, Kashmir and other parts of
    India.

  • We still could not find ways to define the stream
    of migration of this particular type. So it is
    our attempt to discuss this special case of
    migration of people across the border in South
    Asia.

  • Why are they migrating? To escape the atrocity of
    the security forces and to avoid the fear of
    being recruited by the Maoists as their militia.

  • What activities are they involved at the place of
    destination?

  • This can be categorized as a case of
    international migration with typical features of
    internal migration.
  • Since they are not irregular migrants, the Indian
    government does not feel the responsibility to
    address their rights.

  • The Nepalese government does not bother to look
    into the plights of these migrants at the place
    of destination as possible burden of managing
    IDPs in Nepal have been remarkably reduced by the
    migration to India.

  • The huge flow of migrants to India has developed
    negative sentiments among the local population of
    receiving places.
  • They are considered as unwanted population at the
    place of destination
  • They are involved in the labour market in a
    number of ways in the receiving places and
    contributing to lowering the wage rates in those
    areas.

  • They settle in the roadsides, under the bridges
    and other public places where they are subject to
    police harassment, sexual abuse and encounter
    other vulnerable situations.
  • The migration occurs purely because of the push
    factors at the place of origin.

  • Scarcity of job opportunities compel migrants to
    become beggars or make them vulnerable to be
    exploited in some kinds of criminal activities.
  • May cause environmental degradation and may live
    in unhygenic conditions with possibility of
    health hazards.

  • What next?
  • Organize the civil society to advocate for the
    welfare of the migrants. Lobby with the Union and
    state governments that the welfare of migrants
    are taken care of by the state or \union
    governments.
