• The problem of road congestion and the delay
  costs have become a matter of public discourse in
  SA
• Branch realised of need for a clear policy
  directive on congestion pricing to address
  challenges faced in SA growing road
  infrastructure needs
• Draft terms of reference to appoint service
  provider developed and currently undergoing DOT
  internal bidding processes
