Problem Definition
  • Original expectation (3/3/03) Quarterly mtgs
  • Based on need to review interconnection
    experience data
  • FY05 to date too many meetings for everyone
  • Burden on attendees, but much material covered
    written
  • Too few attendees could reduce credibility of
    results
  • April and May key to success
  • Hopefully, strong participation in last 2
    plenaries
  • Need to clarify what type level of support for
    report
  • Question for FY06
  • How best reduce burden, attract participants and
    achieve results for May 2006 Report?

Anticipated Needs
  • Recommendation was made that network issues be
    addressed at national level with reports to
    Collaborative
  • Distribution planning could be addressed in
    large part by MTC Utility Congestion Relief
    Partnerships next year
  • Data tracking and change request forms have
    largely been established through this years
    process
  • QF, FERC and parallel processes being followed
    but not direct responsibility of Collaborative
  • New tariff-related issues may arise next year
  • Discussion needed on Collaboratives future
    after second year

New Structure a starting point
  • 4 full day Collaborative quarterly plenary
    meetings, incl.
  • October 2005
  • January 2005
  • April 2005
  • Meetings would focus on
  • 2-3 hours for review of tracking data and tariff
    change request forms
  • Rest of day for reports from national or other
    separate meetings on
  • Network interconnection and distribution
    planning
  • MTC Congestion Relief Partnerships
  • QF/FERC or other interconnection processes
  • Report to DTE at end of the year (May 2006) would
    make some recommendations for tariff changes.
    Question other recommendations?
  • Additional work between mtgs -- utilities?
    consultants? others?

Proposed Approach
  • Network interconnection
  • 5/05 Report could refer unresolved issues to DTE
    for technical sessions
  • Consultant will attend IEEE, CA, NY and other
    national meetings (with MTC funding), and report
    back at the Collaborative plenary meetings
  • Separate studies or pilots may proceed and
    report back to Collaborative
  • Distribution planning
  • MTC Utility Congestion Relief Partnerships will
    address and report to Collaborative
  • Consultant may attend national meetings and
    report to the Collaborative
  • Other topics and unresolved areas
  • Other topics will initially be discussed at
    quarterly meetings with the goal of establishing
    tariff recommendations
  • Unresolved topics will be referred to DTE for
    technical discussions or adjudicatory hearings
