Title: Needs Assessment for Providers of Service to Victims of Human Trafficking
1Needs Assessment for Providers of Service to
Victims of Human Trafficking
Example of Group Presentation Assignment
2Program Rationale
- 18,000-20,000 people trafficked annually in the
US (Caliber, n.d.) - Victims of human trafficking (HT) are mostly
vulnerable groups the poor, homeless and prior
victims of domestic violence or sexual assault
and abuse. - HT is being recognized as the world fastest
- growing organized crime enterprise.
3Program Rationale
- US responses to urgent needs to combat
trafficking problems - Authorization of the Victim of Trafficking and
Violence Protection Act (TVPA) in 2000 - Groundwork for a coordinated infrastructure of
social service - Called for a establishment of an Interagency
Task Force to monitor and combat HT -
- The International Institute agreed to carry
forward DHHS sponsored Rescue and Restore
Coalition as a coordinating leader of the Refugee
and Immigrant Consortium.
4Program Rationale
- Set up Human Trafficking Task Force in .
- 100 potential victims of HT were defined in ..
- Initial collaborations of the International
Institute with the Task Force and Coalition
members have been taken in the areas of service
delivery and training - But, the collaboration is still in early stage of
development - No research and limited documentation about
- collaborations
- The Institute needs to find effective ways to
- collaborate with Task Force and Coalition
members
5Research Questions
- What kind of agencies are involved in service
delivery and protection of potential victims of
HT in the area of ? - What is the main source of information on HT for
service providers? - What are the barriers in providing services to
potential trafficking victims? - Who are the main actors in the network of service
providers?
6Hypothesis
- Level of understanding of participants are
various depending on their services and positions
they offer. - Training and collaboration are more likely to be
the main sources of gathering information on HT. - Lack of adequate training and lack of resources
will be key barriers in the service delivery to
victims of HT. - The International Institute is more likely to be
the main source of information and coordinating
body for other coalition members.
7Methodology
- The needs assessment was incorporated with a mail
survey and secondary data analysis. - The samples are service providers and member
agencies of Restore and Rescue Coalition. - 33 agencies responded to the mail survey. Three
of them did not answer questions saying that the
questions are not applicable for their agencies. - Therefore, the sample size was counted as 30 for
this assessment (N30).
8Methodology
- Univariate analysis was used to examine
frequencies and distributions of the variables. - Bivariate analysis, particularly Chi-square, was
used to examine a relationship between
participants knowledge on HT and their
positions. -
9FINDINGS Research Question 1
- What kind of agencies are involved in service
delivery and protection of potential victims of
HT in areas?

(N30)
11In addition,
- The average caseload of the agencies was 686
(SD171, 692) per month ranging from 10 to 3000. - 17 agencies (59) do not charge fees.
- 12 agencies (41) do charge fee for their
services. - 15 agencies (52) require ID from the clients to
be eligible for the services. - 21 agencies ( 72) provide services in a language
other than English.

The relationship between the positions of staff
and knowledge about HT was not statistically
significant.
15FINDINGS Research Question 2
- What is the main source of information on HT for
service providers?
16Sources of Information on HT
- Participants reported that they receive
information on human trafficking through - TV shows (48.8),
- Professional training (35.7),
- Professional conference (33.3),
- Educational program/classes (25),
- Other service providers (25),
- Web source (20.7), and
- Journal (7.1).
- Friends or neighbors, family members, co-workers
and victims were not common sources of
information on HT.
17Sources of Information on HT
- As expected, the professional training and
collaboration with other agencies were defined as
main sources of information on HT. - Most interestingly, almost half of the
participants (48.8) reported that they receive
information on HT by TV shows.
18FINDINGS Research Question 3
- What are the barriers in providing services to
potential trafficking victims?
19Barriers in Service Delivery for Potential
Victims of HT
- The most serious challenges in provision of
services of victims of HT were - Lack of adequate funding (29.6),
- Barrier in coordinating with Federal Agencies
(26), - Lack of adequate resources (14.8) and
- Lack of adequate training (14.8)
-
20Barriers in Service Delivery for Potential
Victims of HT
- As predicted, 25 participants (89.3) reported
that they need training to provide better
services to potential trafficking victims.
21FINDINGS Research Question 4
- Who are the main actor in the network? To what
extent is the International Institute connected
with other coalition members?
22Actors in Network
- The most popular actors
- Department of Health and Human Services such as
Childrens Division, State Department of Health - In addition,
- Housing and Urban Development,
- School District,
- Annie Casey Foundation,
- Metropolitan Police Department,
- International Institute,
- Homeless shelters,
- Employment Security Office.
23Relational Ties
- Agencies network most often with
- Health service agencies (75.9),
- Social workers (72),
- Mental health service providers (69),
- Homeless shelter (65.5),
- Educational institutions (62.1),
- Business and private sector (58.6),
- Housing services (58.6),
- Domestic violence agencies (58.6) and
- Religious groups (51.7).
24Relational Ties
Percentage
Most of the agencies had networks at the local
level as expected.
25Conclusion
- Over half of the participants (58.6) informed
that they do not have any knowledge about human
trafficking. - The most frequently mentioned source of
information on human trafficking was TV show.
However, the training and collaboration were
still common sources of information. - As predicted, there was a great need for training
to better help to HT victims. In addition, lack
of funding and inadequate coordination were
serious barriers for service providers to serve
potential victims of HT. - Therefore, the International Institute may need
to revisit its network and look at its own role
as the coordinating body of the Restore and
Rescue Coalition.
26Recommendations
- More professional training on HT is needed for
service providers - More use of TV shows to disseminate information
on human trafficking, particularly for the
public. -
- Need for the International Institute to look at
its own role as the coordinating body of the
Restore and Rescue Coalition. - The International Institute may need to spend
some time in networking activities and increase
promotional materials to send the community.
