Protocol Type for HI and HAck messages

• Background
• RFC 5268 defines HI and HAck messages using
  ICMPv6
• Fast Handovers for Proxy MIP6 (PFMIP) adapted RFC
  5268 for PMIP6 networks
• PMIP6 uses Mobility Header (MH) for signaling
  messages

• Issue
• Some network deployments where PMIP6 is expected
  to be deployed would like to use MH for PFMIP
  messages (References 3GPP2 X.P0057, LS from
  3GPP2)
• ICMP, due to legacy, is generally treated with
  best-effort packet classification and forwarding
• Gateways can be made to treat ICMP differently
  based on Type values, so can intermediate
  firewalls
• Affording network-control signaling requires
  exception to normal treatment of ICMP packets

• Issue
• MH is a new protocol type that needs to be
  supported for critical mobility signaling for
  PMIP6
• Using MH also for PFMIP is sensible for readily
  enabling deployment (with PMIP6)
