The Comprehensive Program on Upgrading and
Safety Improvement of Ukrainian NPPs

• April, 1999 - first IAEA hearings of Ukraine's
  National Report on the Nuclear Safety Convention
  implementation.
• As a result a Comprehensive Program on Upgrading
  and Safety Improvement of Ukrainian NPPs was
  developed and was acting for a period of
  2002-2005.
• The Comprehensive Program was the main program on
  safety upgrade of Ukrainian NPPs for the period
  of 2002-2005

The Comprehensive Program on Upgrading and
Safety Improvement of Ukrainian NPPs Revision

• Decision on the Comprehensive Program on
  Upgrading and Safety Improvement of Ukrainian
  NPPs revision was stated in the National Report
  on Implementation of Ukraine's Obligations due to
  the Statements of Convention on Nuclear Safety in
  April, 2005.
• It was approved by international experts

The Conception on Safety Improvement of NPPs

• The Conception on Safety Improvement of NPPs
  was approved by the order of Cabinet of Ministry
  of Ukraine 13/12/2005 ? 515.
• For its implementation the List of
  Technical-organizational Actions was developed
  and introduced by the Order of the Ministry of
  Fuel and Energy of Ukraine and the Regulatory
  body of Ukraine ?19/10 in January, 25 2006.
• The Conception includes ways of the safety
  improvements, witch are stated as the most
  important in Reports on Safety Analyses of
  Ukrainian NPPs, taking into account the
  international experience in organization of
  safety improvement programs.

Implementation

• In 2006 34 pilot actions on NPPs were fulfilled
  and realization of the other pilot actions begun.
  
• In 2007 103 pilot actions on NPPs were fulfilled
  and 68 pilot actions were extended on the other
  NPPs units.
• For 2008 the residualy actions are scheduled.

• Until 2010 all the pilot actions are scheduled to
  be extended on the other NPP units.

Rivne NPP

• At Rivne NPP unit ?1 all the measures due to
  the Conception shall be fulfilled till the end of
  2008. According to these the Periodic Safety
  Review Report will be developed and allow the
  unit's lifetime extension (the projected lifetime
  of the unit expires in 2010).

Comprehensive Program Implementation

• In the period of 2002-2005 for implementation
  of the Comprehensive Program 2 026,0 mln hrn.
  were funded.
• For the money provided owing to international
  technical cooperation programs actions were
  implemented with total cost of 75 mln hrn.
• Financing owing to the National Budget for
  the Comprehensive Program implementation haven't
  been provided.

  the containment

  power supply

  common cause failures, caused by the internal
  events

• Control of the coolant leakage with the diameter
  equivalent 100 mm from the first circuit to the
  second circuit
• Reliability improvement of the function of
  reactor heat removal through the second circuit
• Reliability improvement of the first circuit high
  pressure protection in cold state and the thermal
  shock protection
• Reliability improvement of the first circuit heat
  removal and pressure control function
