Title: Austrian CEEC Energy Partnership: Joint Activities in the field of EE and RES
1Austrian - CEEC Energy Partnership Joint
Activities in the field of EE and RES
- 8th CEI Summit Economic Forum
- 24-24 November 2005, Bratislava, Slovak Republic
2The Austrian Energy Agency
- The Austrian Energy Agency is Austrias national
energy agency since 1977 created as non-profit

Environment and Water Management, Federal
Minister of Economy, President of the Assembly of
Federal Governors 9 other members elected from
the General Assembly - Our members are the Federal Government, 8
Provincial Governments Laender, companies and
associations from all energy sectors
(electricity, gas, oil, biomass, hydropower,
building, transport, consumers, producers of
energy technologies, financing institutions) - Our focus is on program management, studies and
policy advice in - efficient and sustainable production of energy
- efficient use of energy,
- stimulation of renewable energy sources
- promotion of innovative energy technologies
- management of the Austrian Climate Change Program
(klimaaktiv ka) - International co-operation in the field of energy
with CEE countries.
3Introduce incentives Feed-in tariffs for
Hydropower plants with maximum capacity of 10 MW
in Austria
4Tariffs for electricity from biogas
(co-fermentation will reduce the tariffs by 25)
5Use of high efficient technologies as CHP,
trigeneration
6Capture of coal mine methan in Donetsk, Ukraine gt
CHP gt electr. heat car fuel CO2 certificates
7Czech Republic Energy savings in panell
buildings - Energy consumption before 180
kWh/m².y
8Possible view after refurbishmentEnergy
consumption after 50 kWh/m².y
9The Co-generation Centre in Bratislava, Slovak
Republic
- Between 1998 and 2004, the centre initiated and
advised 55 new CHP projects with an installed
capacity of 271 MWel based on new CHP
technologies and with an investment of 102 Mio.
euros. By the year 2006 a brochure will be
produced presenting the CHP-centre and some of
the resulting projects. - This is equivalent to more than 30 of the total
market potential of CHP of about 600 MWel. - Many of the Cogeneration Centre projects were
supported by the Environmental Support Scheme of
the Austrian Ministry of Environment managed by
Kommunalkredit (with grants up to 15 of the
investment costs), in addition to PHARE funds,
which often provided additional funding of 25.
10Modernisation of the district heating system of
Banská Bystrica and other municipalities in SK,
CZ and HU
- The district heating utility from Styria
Steirische Fernwaerme between 1995 to 2002 as
contractor did - in Banská Bystrica the complete renovation of the
town's largest, but outdated, district heating
plant including a 7 km network of pipes for the
supply of 23,000 households and companies with
heat. - The total investment was around 10 million.
- The level of savings was agreed upon in the
contracts and lies between 25 and 30 per cent.
11Bioenergy-Information Centre at the SEA
- In 2003, a project financed by the Interreg IIIA,
the Federal State of Lower Austria and the
Austrian Federal Ministry of Agriculture and
Forestry, Environment and Water Management was
started which aims at establishing a
Bioenergy-Information Centre at the SEA. - The centre is being established between 2003 and
supported from Austria until mid of 2006. - The Austrian experience in the field of biomass
district heating and biomass CHP will be used to
train staff members of the SEA. - The trained people at the SEA will be able to
identify potential biomass projects on their own
and support them during their realisation.
Besides several training courses, excursions of
experts from the Slovak Energy Agency and from
the Slovak administration to Austria were
organized and carried out. - 5 biomass heating projects with a capacity of
about 70 MWth are under preparation.
12Other Austrian activities in the CEI region
dealing with EE and RES
- Energy Partnership Programmes do exist between
Austria and the Czech Republic, Slovak Republic,
Bulgaria, Romania and Ukraine - Bioenenery projects in the Balkan region are
supported by the Austrian Development Agency
(ADA), too - Austrias government
- is one of the donors of Nuclear Power
Decommissioning Funds in Slovakia, Bulgaria and
Ukraine which are partly focused on EE projects - is one of the donors of the Bulgarian Energy
Efficiency Fund (BEEF) - has an ongoing open call in the Austrian JI/CDM
Program which is aiming to purchase ERUs from
JI/CDM projects (see www.ji-cdm-austria.at/) - Austrias companies
- are very active in the CEI region, also as
investors in the energy field. - The Austrian Energy Days organised by the
Austrian Energy Agency together with local
partners and the Austrian Federal Economic
Chamber - are supporting these activities. The
