Camp Management Workshop
  • 1.5 days on 25 Aug afternoon and whole 26 Aug
  • About 30 participants, divided into 4 camps
  • ACDM members, partners, Red Cross and IFRC
  • Facilitated by UNHCR (Mr. Raja) and ASEC
  • Most modules covered by UNHCR, and one
    presentation on actual case study by IFRC
  • Method lectures, Q A, group discussions
  • Followed by observing the conduct of evacuation
    on 27 August 2008

  • Registration
  • Good attention to data collection and
    registration (name, address, phone, occupation,
    gender, age, remarks)
  • Registration staff is trained in data collection
  • Recommend addition of English to the forms
  • Registries get buttons to ID them, then divided
    into sick and non-sick evacuees but some
    by-passed the process
  • All facilities are open but no proper guidance
  • The flow is not clear flow signs recommended
  • Areas should be fenced/properly cordoned

  • Infrastructure well done, but not enough space
    for 1,000 people
  • Family grouping babies, children, women no
    segregation, put some dividers for privacy
  • There was partnership among the service providers
    and stakeholders (Red Cross, Police, Fire Dept,
    Health Dept, Local Govt, National Govt, etc)
  • Camp coordinator not visible
  • Decontamination area too close to the kitchen
  • Sanitation problem

  • Communications difficult, noise factor
  • Government has the capacity
  • Conflict resolution mechanism cant be assessed
  • Thai Red Cross well done!
  • Security Security forces moving in groups
  • There are lights (good for security in dark)
  • No fence (open space makes security difficult)
  • Community participation not obvious
  • Need to have information/media centre Inquiry
    Center

  • Health
  • Health was overemphasized
  • No distinction between men and women
  • There was attention to local culture no sick
    people lying on the floor!
  • Seems there was coordination with local
    government (if beds not enough contact the
    local hospital)
  • Good identification by color coding
  • The morgue was too close to the living
