Pennsylvania Transportation
  • PENNDOT has been a GIS user since the late
    1980s, part of Planning and Research
  • PENNDOT road GIS data derived from Quad Sheets
    that were scanned and digitized, then corrected
    over the past 12 years on DOQQs
  • Many counties started with PENNDOT road data and
    then built their own transportation data sets
  • PENNDOT GIS started working on other modes of
    transportation to include rail, airports, ports,
    public transit, intermodal, etc.

  • Most PENNDOT data is shared publicly through the
    State GIS Clearinghouse, PA Spatial Data Access
    (PASDA)
  • Used extensively by many parties in the
    Commonwealth
  • Most PENNDOT legacy data is tied and referenced
    through the centerline file

  • PENNDOT has been a major participant for many
    years working with PAMAGIC, I-Team, and PGDSS to
    define PA Geospatial Data Sharing Standards
    (PGDSS) and the road data model
  • Many new legacy system rewrites and ITS projects,
    all will use GT/GIS in the future

  • Must have a national data model FIRST!
  • Creating a national transportation data model, we
    must consider the following use cases for roads
  • Cartography mapping portrayal
  • Addressing Model/Geocoding
  • Dynamic Segmentation
  • Routing/Driving Directions

  • Highway Performance Monitoring System (HPMS) is a
    good example of how states can share standardized
    data to create the National Highway Planning
    Network (NHPN) requires annual data submission
    by each DOT, GIS representation is requested by
    FHWA if available

Why is TFTN Necessary?
  • States maintain the highway system
  • Counties and local governments maintain local
    roads
  • Counties maintain addressing for E-9-1-1
  • Municipalities open and name the roads
  • Federal agencies fund DOTs and local projects
  • Everyone needs a comprehensive road network
  • Spending taxpayer dollars at all levels, not
    fully capitalizing on the investments

  • Statewide Road Networks Today
  • PENNDOT state highway network, local roads
    included but only contain name, no addressing or
    other attributes
  • TANA enterprise license used by all state
    agencies, used by numerous Regional
    Counter-Terrorism Task Forces, first responders
    (fire, police), counties and municipalities

  • Federated GIS Pilot Project 11 counties
  • PGDSS Road Pilot Project 6 counties

  • Road Closures flooding, hazmat, etc.
  • Vehicle Routing/Access pandemic and SNS
    vaccination planning
  • Cartography all roads named on maps

    2009, 10 of state funds for transportation
    enhancement activities

  • Jim has been a consultant for 17 of last 20
    years, mostly in Transportation
  • Jim worked onsite as Project Manager for a large
    contractor team supporting PENNDOT GIS for 3
    years
  • Jim has been involved in GIS-T, TRB, AASHTO, HEEP
    and other national transportation organizations
    and conferences

    operational data into a common enterprise
    database
  • Need access to static and real-time
    transportation data
  • Will tie in weather, ITS devices (HAR, traffic,
    DMS, cameras, etc.)

  • PGDSS includes a transportation definition, being
    reviewed to create version 3.0 and a true data
    model this year
  • Reviewed against PAMAP vector data plan and list
    of issues and potential changes identified

Toward a National Transportation Standard and
Program - TFTN
  • Must
  • Have a federal sponsor (FHWA, USDOT?)
  • Have a legislative champion
  • Provide an incentive/cost sharing program
  • Be marketed to all parties
  • Not duplicate other programs (HPMS, etc.)
  • Should look for opportunities to participate
    instead of setting up a new program?
