MTAIP Source Acquisition Strategy
  • Government GIS Files
  • Must pass 7.6 meter CE95 spatial accuracy
  • No restrictions on derivative products
  • We recognize that it takes labor for States to
    provide the data to Census
  • We will make available an external hard drive to
    make the transfer of data easier (no need to cut
    CDs or DVDs)

  • Harris Corporation responsible for all remaining
    source acquisition
  • Existing Imagery (especially NAIP)
  • Subcontracts for centerline extraction
  • Existing Commercial GIS Files
  • Last Resort
  • Subcontract for Street Centerline collection
  • New Imagery Collection where total cost less than
    Street Centerline collection

Governmental Sources(Entire Counties)
  • Over 2000 counties acquired
  • Evaluated over 1500 counties
  • Two/Thirds Of The Files Evaluated Are 7.6 meters
    CE95 Or Better In Spatial Accuracy

What About The Failed Files
  • They have attributes that can improve TIGER
  • Planned
  • Develop new software
  • To utilize the attributes
  • Case-by-case basis after evaluation

An Option For Failed Files
  • Improve these files so they meet the spatial
    accuracy requirement
  • Source Provider May Rework
  • Harris Corporation May Improve Spatial Accuracy
  • Must be less expensive than other options, such
    as a commercial GIS file or extraction from
    imagery
  • Census must be able to obtain permission from the
    source provider

MTAIP Production Schedule
  • Counties are scheduled in early summer each year
    for the next fiscal year
  • Schedule for the remaining counties is revised
    each summer
  • Need to have all government provided files in
    house by April, 2006
  • Fiscal Year 2005 county workload is specified in
    contract

    preparations for Address Canvassing Operations

MTAIP Feedback to source providers
  • Report on spatial evaluation of the provided
    source
  • 2004 TIGER/Line files First Edition
  • Includes feature level metadata on coordinates
  • State/local/tribal source providers will be
    provided with a Local Edition TIGER/Line File
  • Will include additional record types (beyond
    those in the 2004 TIGER/Line File) that will
    contain local feature name and/or address range
    information as provided to the Census Bureau
    (except for single address address ranges)

Maintenance
  • Where possible, we would like to obtain a later
    version of the State/County/Local/Tribal files to
    further update TIGER
  • This processing would be done by the Census
    Bureau
  • As part of 2010 Census, there will be a complete
    address canvass that will
  • Capture Master Address File structure points
  • This is Confidential (Title 13) Information
  • Capture new street features using a GPS-equipped
    device
  • Will be available in future releases of TIGER

Maintenance Post 2010
  • Census will continue to update TIGER based on
    newer versions of Government GIS files
  • Census Bureau Field Operations
  • Staff will use GPS equipped devices to continue
    to locate new housing units/MAF structure points
  • We continue to want your thoughts on how we might
    work with you to update areas where there are no
    files
  • How to target
  • Use of available imagery
  • Can the private sector help?

Road to 2010 Census
  • LUCA
  • Local Update of Census Addresses
  • Statistical Areas Program
  • Census 2000 Participants will be invited to
    participate in the 2010 program
  • Anticipate a fully electronic program
  • Where we have realigned TIGER to the local GIS
    file, participant only needs to submit the
    proposed Statistical Area Plan as boundary files
  • Looking at a method for our Regional Offices to
    Review the plans via a web-based application

  • Boundary and Annexation Survey extended to all
    incorporated places beginning in 2008 to support
    the 2010 Census
  • Boundary Validation Program
  • Summer of 2010
  • Boundaries to be used for data tabulation
