What is NSGIC?
  • Nonprofit Organization
  • Established in 1991
  • 501 c 6 status means we are allowed to educate
    policymakers on our issues
  • We represent the GIS Coordination Councils and
    GIOs in 50 states
  • Accepted by Federal agencies as the voice of the
    states in geospatial matters
  • NSDI National Spatial Data Infrastructure

Diverse Needs
  • How do we understand what issues are important to
    states with diverse concerns?
  • Two conferences
  • Annual in fall focused on states
  • Midyear in late winter is focused on Federal
    activities
  • State Caucus meetings at both
  • Committee Meetings
  • Standing Committees include Board Members
  • Board of Directors
  • Monthly meetings that include all leadership

Advocacy Agenda
  • All of this information and input is used to
    craft our advocacy agenda and manage our
    activities.
  • We use many types of media and partnerships to
    pursue our advocacy agenda

Proposed Parcel Model

For the Nation Data Programs
  • Parcels, addresses, transportation, imagery,
    elevation, land use/cover, political boundaries
  • Need to refocus on building the data right the
    first time so it meets all needs lower cost and
    less work
  • Imagery for the Nation needs to be funded and
    implemented
  • Other data stewards identified in OMB A-16 need
    to adopt lifecycle measures to implement their
    programs For the Nation
  • All Stakeholders need to be involved in
    Governance

Address Points (Title 13)
  • Congress should remove Title 13 restrictions from
    address points
  • The Census Bureau should be given granting
    authority to work with state and local
    governments to maintain address points in a For
    the Nation approach
  • Address points should be principally maintained
    at the local level in conjunction with the
    building permit process

Governance of the NSDI
  • Appoint a Federal GIO in OMB with resources and
    authority over the agencies
  • FGDC coordinates federal agencies
  • Fund and produce a report that credibly
    demonstrates the value of geospatial technologies
    to the nation
  • Establish a Congressional oversight committee
    that is empowered to implement EO 12906 and OMB
    A-16
  • Build a national governance structure that
    includes all stakeholder groups NGAC on
    steroids
  • NSGIC encourages statewide coordination councils
    that are also inclusive of all stakeholders

USGS Budget
  • FY2011 Budget cuts 3.5 million of partnership
    budget
  • States lose 13 state liaisons match dollars
  • First stop is House Appropriations Committee
  • Indiana has a member

Why Are We Still Excited?
  • After 20 years of relative failure, interesting
    things are happening all around us.
  • 50 States have 50 voices
  • Virtual USA
  • With no funds, system, standards, architecture,
    it is being built. Because we can.
  • Place Based Initiatives
  • Wonderful attention to geospatial technologies
  • IFTN
  • May be funded in FY 2012
  • Volunteered Geographic Information (VGI)
  • CIOs are paying much more attention to GIS
