Framing the debate
  • The Commission is considering how to address the
    issue of Next Generation Networks (NGNs) in the
    context of regulation and standards policy
  • Although NGNs are driving today and tomorrows
    service innovation, the debate around NGNs and
    deregulation may be premature and inappropriate
  • Premature - NGNs in all forms need to be more
    carefully defined
  • Inappropriate - It is doubtful whether
    modification of the New Regulatory Framework is
    needed today to accommodate NGNs
  • Technology investments should not mean the end of
    technology neutrality

Next generation networks are not new to cable
  • Cable has been creating NGN networks investments
    for some time
  • These investments prompt viable long term
    infrastructure competition and generate
    efficiencies and consumer benefit
  • They require
  • Substantial network investment and market
    consolidation
  • Consideration of customer needs
  • Technology developments and standardisation
  • Establishment of appropriate regulatory
    environment
  • EU NGN debate must reflect the investments cable
    has made and is continuing to make

Conclusions
  • Competition is working and the market is
    developing
  • Investment in cable NGN networks has been
    evolving over a number of years
  • Whilst the debate around NGNs and regulation
    is important, cable sees no need, nor requests,
    that the NRF is modified to accommodate NGNs
  • The new regulatory framework properly
    implemented - is flexible enough to accommodate
    evolutionary investment in networks
  • ECCA believes that greater definition needs to be
    brought to the NGN debate and all technologies
    should be included in this debate
