- In July, 2000 a new Government Business
enterprise Land and Property Information, NSW
was established - Amalgamation of land valuation,titling, survey
and mapping functions - Service delivery role also supporting statutory
functions of Surveyor General, Registrar General
and Valuer General

- Harness skills expertise from LTO,LIC, VGs to
create new opportunities,products. - Consolidate services to provide single focus for
land property information. - Largest centralised land titles registry and
spatial information provider in Australia.

- Four Functional areas
- Registration and Information Services.

- Survey,mapping and valuation functions within
Information Sourcing Division - Each function headed by a senior officer i.e.
Chief Valuer, Chief Surveyor,etc - Chief Surveyor reports directly to Surveyor
General on policy, statutory functions

geodesy, cadastral integrity and geographic names
functions - Chief Surveyor supported by Manager, Cadastral
Integrity, continuing role of Principal Surveyor - Single operational structure for all approvals,

- Improve the collection,integration delivery of
land property information to Government and
community. - Maximise the use of advances in information
technology to improve service delivery and
efficiency. - Identify product growth areas.

- LPINSW will continue to provide all the services
formerly available from the LTO,LIC and VGs. - Emphasis towards online service delivery.

- Provide same day registration/plan image

database and SCIMS.

- Commenced from 31/3/2000,effective 1 October 2000
. - Implementation over a number years.
- SCIMS transformed using NTv2 Grid Method
,September 2000. - 12000 new readjusted values since October
- New look SCIMS online, sketch plans next.
- Delivery of seamless GDA cadastral dataset.

Act - NCP Review must be completed first, however
reform of surveying running in background
22National Competition Policy Review Update
- Issues Paper placed on Web, 200 copies mailed out
to stakeholdersadvertisements in major
newspapers - 2 month commentary period finished end of
February - 13 submissions received , mainly from supplier
side,including ISNSW,SMIC IEMSA - Analysis report to Minister through Steering
Committee
23NCP Review Update
- Steering Committee (DG/SG Cabinet office) will
make recommendations based on submissions - Minister has indicated further consultation with
industry prior to recommendations to Cabinet - Submissions, whilst confidential, indicate need
for moderate change, not radical surgery(my
words)

- WA,QLD,NT,SA have retained existing systems
- ACT have abolished Board, regulation by
Commissioner for Surveys, compulsory registration
continued - Tasmania adopting competency based system of
regulation and registration of surveyors
25Premiers Review of all Boards
- Is the current regulatory model appropriate?
- What are/what should be the functions /role of
the Board? - Is there a better model?
- Board has responded by initiating discussions
with industry - Discussions indicate a broader role for the
Board,with a co-regulation approach
26Role of Government
- Developing implementing surveying spatial
information policy. - Maintaining developing States spatial data
surveying infrastructure. - Protecting the integrity of land titles tenure.

- Adjudicating boundaries e.g. administrative,
property. - Providing the statutory framework to enable the
regulation/co-regulation of surveying. - Managing the State Survey and Spatial Information
databases.

- Monitoring the performance of the surveying
industry. - Facilitating cadastral business, economic
development and the growth of the spatial
information industry.
29Surveyor Generals Position
- Has not been abolished!
- Elevated to Director-General level of a super
department - Will continue to provide leadership at this level
- All statutory functions of the SG will be
delivered through a structure headed by a senior
Registered Surveyor- Chief Surveyor - Also supported by a General Manager, LPI who is a
surveyor and past member of the Board

- Provide policy advice adjudicate on surveying
issues. - Undertake statutory responsibilities assigned by
legislation. - Responsible for policy development for
maintenance of survey infrastructure including
survey information.

- Advise on policy development for spatial
information, as relevant to the cadastre. - Undertake QA, including setting of specifications
for technical standards, monitoring and
enforcement. - Provide leadership represent Government in
surveying forums.

- Provide a statutory mechanism.
- Maintain mutual recognition at the
national/international level.
