  • A poverty problem can persist in the
    distribution of income classes,
  • if the costs of educational transition remain
    prohibitively high for particular groups in the
    society.
  • The poverty classes will be absorbed into the
    advancing sectors of the economy only if
    investment in education becomes worthwhile on
    the usual criteria- at some point of time during
    the period covered by the analysis

  • given the limits to increasing the student
    teacher ratio,
  • does not rise
  • And as a consequence,
  • The relative cost of education rises
  • as a proportion of our total budgets.
  • The poor will need increasing help.
