1.SIGN LANGUAGE TRAINERS EDUCATION PROGRAM

• In Turkey,this program has been carried out
  within 5378 number legislation by National
  Education Ministry.
• GENERAL AIMS OF THIS PROGRAM
• To realize the general features of Turkish Sign
  Language (TSL).
• To notice the harmony between TSL and body
  language.
• To obey fundamental rules of TSL by making
  sentences.
• To express feelings and thoughts with TSL
• To understand the sentence structures and variety
  of TSL
• To use clause units of TSL correctly and
  appropriately
• To translate texts according to TSL rules.
• To express utterances concerning scientific
  fields with TSL.
• To recognize finger alphabet.

ADULT EDUCATION IN OUR COUNTRY

• This education has been applied with courses by
  Apprenticeship and Informal Education General
  Managements which are connected with National
  Education Ministry.
• These courses have been lasted in buildings of
  Public Education Centers.
• The practices of courses are in the followings
• To do education works expressing adaptation to
  scientific,national culture and technologic
  developments.
• To prepare and apply programs supporting
  education of TSL.
• To provide supports with acquiring occupations or
  jobs
• To facilitate their lives.

• 2.LEGAL CONDITIONS AND RIGHTS
• Legal Condition In our country,first
  hearing impaired school opened in 1889 in the
  period of Ottoman State.Teachers used sign
  language with verbal language together.
• In our country,sign language was forbidden with a
  law accepted in 1953.The reason was that the
  usage of sign language would prevent
  speaking.However,different sign languages occured
  during this ban.After about 50 years,the usage of
  sign language was begun with a law accepted in
  July,2005.The task of Turkish Sign Languages
  forming was given to Turkish Language
  Institution.
• On the twelfth of July,2007, finger alphabet was
  introduced for deaf people as a first step by
  Turkish Language Institution.
• Preparing of Turkish Sign Language Dictionary
  ,Turkish Sign Language Grammar and the equipments
  for deaf people have been begun ,but they
  havent been completed yet.Because there are
  conflicts between National Education Ministry and
  Turkish Hearing Impaired Federation .We hope
  these conflicts will finish.

• Legal Rights
• Firstly, we want to express about their legal
  rights in Turkey
• They have discounts in all the transportation
  vehicles.
• Health care fees arent responsible and they
  dont pay anything.
• Our social assistance and solidarity foundations
  give supports continually and as free.

• - Also,they can find a job easily because of
  disabled rights in Turkey if they receive
  education or have sign language.
• Furthermore,they have tax reductions .
• They can have salary called DISABLED SALARY here
  if they cant work.In addition,the people looking
  after them can take salary called CARING WAGE if
  they(disabled individual) are too young or too
  old.

3.RESEARCHES

• -In Yildiz Teknik University and other
  universities have been working on sign language.
• Especially,in this university ,scholars and
  specialists formed a software which is used with
  webcam.In this software,people knowing sign
  language can understand other people not knowing
  sign language with assistance of this software
  called TURKISH SIGN LANGUAGE COGNITION SYSTEM.

• This system defines gestures and facial
  expressions ,even complexion of person standing
  in front of webcam as a first step.
• Then,this system transforms the words.So
  everybody can understand each other with this
  system.

  belonging to Nilüfer Special Education
  Vocational High School.This school is Hearing
  Impaired Peoples school.
• www.sessizler.org It is Turkish Hearing
  Impaired Sports Federation s website.This
  federation gives education of these sports for
  deaf people football,basketball,table tennis,
  handball,wrestling,chess, skiing,badminton,swimmin
  g and tennis .
• www.tiemf.org It is Turkish Hearing Impaired
  National Federations website.This federation is
  a member of World Federation of the Deaf
  (WFD).Also,it serves deaf people and gives
  supports for training Sign Language Interpreters
  and gives education for them.
• www.cmpe.boun.edu.tr It is the website of
  Turkish Sign Language founded by Bogaziçi
  University.It has Sign Language Video Dictionary
  which consists of different categories.It
  adresses to every age group.
• www.turkisaretdili.ku.edu.tr It is website of
  Koç University founding for deaf people.Its aim
  is to prepare Sign Language Dictionary and learn
  it,especially generalize in our society.
• www.e-isit.com It gives information about deaf
  people s population,Turkish Sign Language
  History, their education and health problems and
  legal rights.

OTHER PROJECTS FOR HEARING IMPAIRED ADULT PEOPLE

• Developing of Turkish Sign Language Curriculum
  and Training expertsIt is project of Gazi
  University Medicine Faculty.The aim is to develop
  curriculum and equipments.
• Education surpasses every obstaclesThe
  Presidents Wife of Turkish Republic started
  this campaign.The goal is to give supports for
  education.It will last 3 years.

• There isnt any drawbacks in education Its aim
  is to provide doing projects of deaf people and
  give supports by Sabanci Foundation.Turkish
  Hearing Impaired Federation is attending in this
  project.

• Youth with hearing impairments will
  develop 24 project ideas and 12 projects with a
  clear plan to implement.
• Local government, NGOs and media will be informed
  about the project.

• Project Developments
• The projects communication tools, posters
  and handouts were printed, the website was
  developed and launched.
• The trainee and sign language course materials
  were developed for the youth workers.
• 30 youth workers completed the trainer and sign
  language courses. To attract youth with hearing
  impairments the project was announced in 13
  provinces through local government, NGO and media
  network.
• The training pilot class was run in Eskisehir
  (province in Middle Anatolia) to scale it up
  based on lessons learned.
• Training materials for youth with hearing
  impairments were developed.
• The project has reached another 400 people, who
  are in close relationship with the target group
  such as family members, NGO representatives,
  school administrators and teachers.It is
  effective.

European Union Projects in Turkey About Deaf
People

• A silent film Taking drama and theatre education
  35 deaf people will write films and play in their
  films with German and Turkish partnerships.This
  project has still been going on.
• Spreadthesign.com It lasted until 2008-2010 as
  Leonardo da Vinci project.As a result of this
  project, this website was occured.In this
  project,there were 11 countries.It was fruitful
  project.

Bursa opens Turkey's first library for deaf people

• A library of Turkish sign language was opened on
  Monday in Bursa to serve hearingimpaired people.
  In the library, Turkish sign language
  interpreters have been hired to teach new words
  to hearingimpaired people. Those who wish to
  learn sign language can use CDs in the library to
  teach themselves.

About this congress

• SIGN5 took place on 21-23 October 2011 at Gazi
  University in Ankara, Turkey. This was the fifth
  conference in the series, and it was being hosted
  in Turkey for the first time.
• The aims of the SIGN5 conference were
•  
• To broaden the international research base in
  sign language linguistics and Deaf Studies.
• To bring together experienced researchers and
  promising junior researchers in the areas of sign
  languages and Deaf Studies at an international
  level.
• To encourage the potential for increasing
  transnational cooperation in research on sign
  languages and Deaf Studies.
• To include a special regional focus on Turkey as
  part of the conference.
• To provide full accessibility to the conference
  for Deaf sign language users.

• After the great success of SIGN4 in New Delhi,
  India, the SIGN conference series continues to
  broaden its international scope. SIGN5 took
  place at Gazi University's Central Campus, using
  the historical Mimar Kemalettin Conference Hall
  as its main venue. The conference is co-organised
  by Gazi University and the iSLanDS Institute. In
  addition to the conference days on 21-23 October,
  there were several days of pre-conference
  workshops, particularly for introducing
  participants to International Sign, one of the
  main conference languages. Prof. Yusuf Kemaloglu
  had pointed out that organising this conference
  is an important step for Gazi University and for
  Turkey as a whole, as a conference of this kind
  has not taken place in Turkey before.

• -there are over 20 disabled hearing vocational
  high school,
• -over 50 primary school,
• Only five kindergarten
• In an university called Anadolu University,the
  deaf students have been taking higher education
  here.
• The most important institution in Turkey for the
  deaf people is Turkey Disabled Hearing National
  Federation.
• Also,there are over 45 societies which help deaf
  people.

• Firstly,we want to explain the situations
  of deaf students or the disabled hearing people
  in our country
• - There are about over 500.000 deaf people.
• About 47.000 deaf people are students in primary
  schools and high schools.
• Over 29.000 people are in twenties,namely they
  are too young individual.

• Now ,we will talk about problems in Turkey
• The usage of hearing aids arent enough and most
  people dont use these aids . Per cent 30 deaf
  people use them.
• Turkish Sign Language Education isnt widespread
  and most of deaf people arent voluntary to learn
  it.
• Also ,The number of Sign Language Interpreters or
  specialists in schools arent sufficient.
• The most of them arent aware of their rights.
