1. Background

• In 2002, MOST started technical standard
  strategy, invested almost 2 billion Yuan to
  implement the special fund of Research on
  important technical standards , and developed
  more than 30 international standards and more
  than 500 national standards.
• Under the background of economic globalization,
  more and more Chinese products have been exported
  abroad. However, more than 71 export enterprises
  and 39 export products had been restricted by
  technical barriers which had caused the loss of
  USD 17 billion in 2002.

• With the development of information technology,
  technical competition has been focused on the
  fields of internet, wireless communication,
  computer, etc.
• Technical standards have been bundled closely
  with intellectual properties.
• Many countries such as U.S., EU, Japan and
  Korea have put forward their technical standard
  strategies.

• Being short of core technologies, Chinese
  enterprises have to pay their 20 price of
  domestic mobile phone, 30 price of computer,
  20-40 of numerical control machine tool to
  foreign patent holders.
• Revenue of per personal computer is not
  more than 5, of per DVD is only USD1, of per TV
  is not more than 10 RMB.

• How to cooperate?
• Firstly, U.S. should try to understand the
  standpoint and basis of Chinas standard strategy
  and should not take its own standard to require
  for China.
• Secondly, China should strengthen the
  protection of intellectual properties, and accept
  American standards.
• Thirdly, U.S. shouldnt place obstacles to
  Chinese export products by using technical
  standards.

4. Sino-U.S. cooperation ()

• How to cooperate?
• Fourthly, both countries would cooperate with
  each other in the areas which combine human
  resource intensive characteristics with
  technology intensive characteristics, such as
  agricultural products, textiles, traditional
  Chinese medicines, etc.
• Finally, China hopes to participate to develop
  standards which are important to Chinese markets.
