Background
  • City Council approved Bond Project Selection
    Guide included criteria that projects should
    leverage dollars for infrastructure improvements
  • Proposed Bond Program includes 28 total projects
    leveraging funds and/or assets
  • 8 park, recreation, open space, and athletics
    related projects
  • 1 library project
  • 2 public health facility projects
  • 15 street projects
  • 2 drainage projects
  • For 11 leveraged non-street/drainage projects,
    Business Agreement Terms were established by City
    staff and representatives for partnering-entity
  • Meetings conducted in January and February with
    City staff, Legal Counsel, and partnering-entities

Next Steps
  • Develop binding funding agreements that include
    aspects of development, use, operation, and
    management
  • Future negotiation and final approval required by
    City and Entity
  • Optimal strategy to have final development
    agreement approved before Bonds are issued for
    project
  • Develop and execute project delivery plans for
    Street/Drainage projects

  • Provide venues for youth tournaments,
    competitions, championships, and university games
  • Baseball, softball, track, soccer, tennis, and
    various practice fields
  • Located on 50 acres of land

  • Managed by UTSA Athletic Department

    responsibility of the University of Texas System

    competitions at complex to include requested
    City-related events
  • UTSA will offer reduced ticket prices for
    collegiate events to students with valid school
    identification

2 - Regional Sportsplex Special Needs Park
  • General Project Description
  • Collaboration with Gordon Hartman Family
    Foundation
  • Sportsplex as presently planned to consist of
  • 5 acre Special Needs Park
  • Swings, games and pathways specially designed and
    built for the handicapped
  • 21 soccer fields, 15,000 square foot community
    center
  • Picnic tables and BBQ facilities around six acre
    lake
  • Located on approximately 225 acres of land

  • Gordon Hartman Foundation to establish 501(c)(3)
    to manage and operate facility
  • All project operation and maintenance expenses
    responsibility of the Gordon Harman Foundation or
    the yet to be established not-for-profit
    corporation
  • City Public Benefit
  • Free admission to the general public for the
    Special Needs Park
  • Use of the soccer fields by the general public
    will require user/spectator fees

3 - George Gervin Youth Center
  • General Project Description
  • Collaboration with George Gervin Youth Academy
  • Two-story Youth Center to consist of
  • 8 classrooms, 3 gymnasiums, showers, restrooms,
    concession stand, workout room and 2 offices
  • Located on approximately 1.3 acres of land

  • George Gervin Academy will use donated land
    currently owned by George Gervin Youth Center,
    Inc.
  • All project operation and maintenance expenses
    responsibility of the George Gervin Academy

  • Open access, sports training, supervised
    activities for youth, and league play

4 - Heritage Neighborhood Pool
  • General Project Description
  • Collaboration with Heritage Neighborhood
    Association
  • City to renovate and operate existing swimming
    pool facility as a public swimming pool
  • Renovations to include
  • Pool structure, decking, bathhouse, parking,
    walkways, ADA modifications, and mechanical,
    electrical, and plumbing improvements
  • Located on approximately 2.33 acres of land

  • Ownership / Management / Operation
  • Once Bond Funds have been allocated for pool
    renovation, Heritage Neighborhood Association
    will deed 2.33 acres over (to include the pool)
    to the City of San Antonio

  • Pool facility to become a City swimming facility
  • Open to the public and surrounding neighborhoods
    once renovation complete

5 - Mission del Lago Area Park Development
  • General Project Description
  • Collaboration with Mission del Lago, Ltd.
  • Development of two sports courts and/or other
    facilities
  • Ownership / Management / Operation
  • Mission del Lago, Ltd. will donate land to the
    City adjacent to the parking lot at Mission del
    Lago Golf Course
  • City will own and operate park and associated
    improvements
  • City Public Benefit
  • Park/sports facilities open to the public

6 - Kingsborough Walking Track Lighting
  • General Project Description
  • Collaboration with Harlandale Independent School
    District (HISD)
  • Construction of a lighted walking track with
    curbing adjacent to the Kingsborough City Park
  • City will pay for the lighting equipment
  • HISD will pay for construction, curbing, and
    granite for the track project

  • HISD will own the Kingsborough School Walking
    Trail and will be responsible for its maintenance
  • The City will be responsible for the annual
    electricity costs to operate walking trail
    lighting equipment

  • After school hours, citizens will have access to
    the lighted walking trail adjacent to the
    Kingsborough City Park

7 - Palo Alto College Soccer Field
  • General Project Description
  • Collaboration with Alamo Community College
    District (ACCD)
  • Development of Phase II of the soccer field at
    Palo Alto College
  • Phase II includes lighting, grandstands, parking,
    and restroom facilities
  • Development may also include a second smaller
    soccer field

  • ACCD will be responsible for all operation and
    maintenance expenses
  • City Public Benefit
  • Soccer field will be open to the general public
    and citizens will benefit from the soccer field

    the use of fields

Education Center Facility
  • General Project Description
  • Collaboration with the National Audubon Society,
    Inc., through its education center Mitchell Lake
    Audubon Center
  • Expansion of current facility at Mitchell Lake
    Wetlands Conservation Education Center
  • Development to include outdoor pavilion with
    lighting, public restroom, and additional parking

  • Current facility located on land owned by SAWS,
    and all improvements will be made on SAWS-owned
    land
  • The National Audubon Society, Inc., through

    for all operation and maintenance expenses

  • Improvements allow for additional educational
    programs and hours of operation for students and
    citizens
  • 2 visitor entry fee charged during normal hours,
    but center also coordinates many free community
    programs

  • General Project Description
  • Collaboration with the North East Independent
    School District (NEISD)
  • Development of a Fine Arts Library at Robert E.
    Lee High School
  • The facility will be approximately 7,000 sq. ft.
  • Uses prior library space of high school

  • General Project Description
  • Collaboration with non-profit CentroMed to
    construct a new Community Health Center
  • Primary medical, dental, and mental health
    services
  • Ancillary services including radiology, lab, and
    pharmacy specialty care and wellness
    programming such as cardiovascular exercise
    instruction and cooking classes
  • 64,000 sq ft. of development on CentroMed-owned
    land

    Centers to renovate the Barrio Family Health

    separate waiting areas, expanded and improved
    laboratory area, replacement of the aging roof,
    and accommodations for electronic medical records
    system
