Conclusion
  • The majority of plans do not adequately
    demonstrate the use of spatial data or
    stakeholder participation to form an evidence
    base for policy development.
  • The majority of plans do have a vision statement,
    but policies are not generally specific and
    measurable (S.M.A.R.T.)
  • The majority of strategic plans are well aligned.
  • The majority of strategic plans do take
    sufficient account of the priority themes, where
    expected.
  • A small number of strategic plans do not
    adequately demonstrate a coordinated approach
    with other sectors.
  • The text in some stakeholders plans does not
    demonstrate a strong organisational commitment to
    the wider goals of sustainable development.

Recommendations
  • Investigate if there is a correlation between the
    type of vision statement (if one exists) and the
    degree of alignment or sustainability of a plan.
    The advantages of visions in spatial plans should
    be explored, leading to the question Is a wider
    Highlands and Islands vision required?
  • Investigate the advantages of targets in spatial
    plans, what form should they take i.e. SMART, and
    specifically how they can contribute to
    integrated spatial planning.
  • Investigate if there is a correlation between the
    extent and type of stakeholder participation and
    the degree of alignment or sustainability of a
    strategic spatial plan.
  • Assess whether the findings of this study is a
    true reflection of a stakeholder organisations
    views or actions? Are policy and operational
    staff priorities, and operational plans and their
    implementation are coordinated and in alignment
    with the text in strategic spatial plans.
