Title: Assessment of Frame Quality in Agricultural Surveys in the Republic of Serbia
1- Assessment of Frame Quality in Agricultural
Surveys in the Republic of Serbia - N. Cvetkovic, O. Melovski Trpinac and D. Markovic

2- In cooperation with Statistics Sweden a project
whose goal is the assessment of frame quality in
agricultural surveys has been initiated in the
Statistical Office of the Republic of Serbia in
2005. - It is expected that the results of this project
will provide information concerning quality of
the existing frame and provide correction factors
for the adjustment of estimates in agricultural
statistics.

3- The frame issue
- Efficient and regularly updated frame does not
exist - There is no farm register
- Agricultural Census is not planned in the near
future - Need for changes in Agricultural statistical
system (introduction of new surveys, etc.)

4- Existing frame
- Derived from Population Census 2002
- Currently used for annual livestock survey
- Not evaluated as a frame for agricultural surveys
- Not updated
- Reasons to expect coverage problems
- Need for frames for other agricultural surveys

5- Methodological approach
- Examples of statistics of interest
- Total number of agricultural holdings in EA (TA)
- Total number of livestock in EA (TL)
- Total area of cultivated land used by
agricultural holdings in EA (TC)

6- We can compare the relations between different
totals and calculate the coverage rates for the
selected EAs - for number of agricultural holdings in EA
(TAPC/TA) - for number of livestock in EA (TLPC/TL)
- for area of cultivated land used by household in
EA (TCPC/TC) - The coverage rates can be used to adjust the
statistics produced in a survey using PC02 as the
sampling frame.

7- Pilot Survey
- In order to test the methodology of the planned
survey, a pilot survey was conducted in October
2005. - Nine EAs out of approx. 37000 EAs were selected
for the survey. - The survey was actually a census performed within
a designated area and with a limited number of
questions.

8- The most important information in the
questionnaire are - Identification of the household today
- Identification of the household in 2002
- Area of used arable land
- Livestock data

9- Matching of households
- Number of cases 203
- Matched 189
- same head of household 165
- changed head of household 24
- Not matched 14

10- Agricultural holding (AH) yes/no

12- Conclusions
- Pilot survey indicates undercoverage problems in
the existing frame - Specific problem seems to be undercoverage of AHs
living in urban areas

13- Conclusions (contd)
- A full scale study is possible to perform with
some minor adjustments of the methodology applied
in the Pilot survey - Such a study would provide correction factors for
the production of more reliable agricultural
statistics in existing and new agricultural
surveys
