National Strategies priorities
  • Raising achievement in the core subjects and
    improving rates of progression for all pupils
    0-19
  • Tackling underperformance at pupil, school and
    authority level, thereby closing the attainment
    gap for identified underachieving groups
  • Developing expertise and capacity in the
    workforce (at authority and school strategic
    level senior Local Authority staff and school
    leaders at classroom and setting level subject
    leaders, teachers and support staff)
  • Personalising teaching and learning for all
    pupils in particular pupil tracking, Assessment
    for Learning (AfL) and intervention strategies
    for individuals and small groups of pupils.
  • In support of these four objectives the National
    Strategies will focus on the following
    priorities

  • School improvement, incorporating SIPs and a
    focus on schools causing concerns including

  • Programmes that have a particular focus on
    raising standards for underachieving groups
    especially those underachieving as a consequence
    of disadvantage
  • To provide a personalised approach designed to
    narrow the attainment gap for underachieving
    ethnic minority groups those children whose
    social class impacts on underachievement,
    deprived white British pupils being a
    longstanding feature and pupils with special
    educational needs
  • To promote more effective opportunities for
    gifted and talented students to achieve their
    potential.

  • 15 days of supply cover for schools to release
    key English, Mathematics, Science and ICT staff
    between the period April 2008 and March 2009 for
  • Local Authority organised subject leader and lead
    teacher training

    new programmes of study, using the renewed
    Secondary Frameworks covering both Key Stages 3
    and 4

Standards Fund 08-08
  • Assessment for Learning (AfL) and pupil progress
    tracking in schools with the ultimate goal of
    improving pupil progression.
  • The funding allows each school the capacity to
    release the Head Teacher, an identified senior
    manager and, at a minimum, subject leads in
    English, mathematics and Science for training in
    teacher assessment, AfL and pupil progress
    tracking.
  • It should also allow in-school, follow-up
    professional development which supports all
    school staff to develop assessment skills and
    establishes whole-school approaches to
    standardisation and moderation.

  • Support for targeted schools
  • This category is focused on schools below or in
    danger of falling below the attainment floor
    targets and pupils below or in danger of falling
    below their expected level of attainment.

Targeted support
  • Funding has been allocated by formula based upon
    the proportion of low attaining pupils in the
    authority and should be targeted towards those
    schools
  • with the largest number of pupils not reaching
    national expectations in the core subjects at the
    end of Key Stage 3 and /or the largest numbers of
    pupils who do not achieve 5 A-C including
    English and mathematics
  • where there are high proportions of pupils who do
    not progress by two levels in Key Stages 3 and 4
    in the core subjects
  • where there are underperforming groups of pupils
    who need to close the gap between their own
    attainment and that of other pupils.
