and government towards work on women issues
- Womens emancipation is the one of key goals of
the Vietnamese revolution, having direct and long
lasting impact on the country development. - Women advancement is a common interest of society
and family. - The government defines that financial investment,
promotion of the womens advancement present long
term strategy to improve women roles and status
and their participation in all areas.

- In 2004, the Directive 27/TTg was promulgated by
the Prime Minister, requiring ministries,
branches and authorities at all levels - to grasp thoroughly, fully implement the view
of gender equality. - to develop and implement National Plan of Action
- to keep track of, speed up and monitor the
implementation of the government guideline and
policy for women. - to communicate the guideline, policy, laws and
CEDAW. - to develop and maintain the National Machinery
for the Advancement of Women.
5Development process of the National machinery for
the advancement of women in Vietnam
- In 1985, the Vietnam National Committee for the
Women Decade was established at the Government
Decision N0 41-HBT to respond the UN Women
Decade. - In 1993, Vietnam National Committee for the
Women Decade was given to new name to National
Committee for the Advancement of Women in Vietnam
(NCFAW) at the Decision N0 72/TTg of the Prime
Minister. - In 1994, The Prime Minister enacted the
Directive N0 646/TTg, requiring Ministries, State
Committees, General Departments and Provincial
People Committees, Cities which is directly
belong to Central government, to establish
Committees for the Advancement of Women (CFAWs)

- In 2001, the Prime Minister promulgated the
Decision N0 92/Q-TTg, which replaces the
Decision N0 72/TTg aiming to strengthen the
Machinery, making its functions and duties
clearer, creating mechanism and conditions to
enhance NCFAW activities. - In 2004, the Directive N0 27/2004/CT-TTg was
promulgated by the Prime Minister on the
enhancement of the activities for advancement of
women in ministries, ministerial line agencies
and Provincial People Committees. It replaces the
Directive N0 646/TTg.

- Being a focal point agency, inter-coodination,
giving advise for Prime Ministry on gender
equality and women advancement.

- Advise in development of National Strategy/Plan
of Action for the advancement of women, law and
policy for gender equality and advancement of
women. - Keep track of, speed up and monitor the
implementation of laws and policies. - Communicate, disseminate and mobilise to
implement Laws, policies, CEDAW and drafting
CEDAW report. - Be focal point in international cooperation to
achieve gender equality.

10Operational Approach
- NCFAW organises meetings twice a year (January.
and July). NCFAW has regulations and annual plan
of action. - Members work part-time.
- NCFAW has its own stamp.
- Operational fund is provided by the government
annually. - Standing assistant body is NCFAW office, which
is located in Vietnam Womens Union (VWU)
headquarter.

- Being advisory focal point to ministrial, brach
leaders at central and local levels on gender
equality and advancement of women.
12Key activities of NCFAW
- 1. Policy advisory
- Coordinate with related ministries, branches to
draft and submit the Prime Minister National
Strategy for the Advancement of Women by 2000 and
2010. - Take part in drafting Gender Equality Law.
- Contribute inputs for related law projects and
policies. - Increase women ratio in leadership.

- 2. Direct activities for gender equality
- Cooperate with the Ministry of Planning and
Investment (MPI) to direct the implementation of
the National Strategy and Plan of Action. - Integrate gender issues in CPRGS and SEDP to
2010. - 3.Develop machinery for advancement of women at
all levels Up to now, CFAWs were established in
64 provinces, cities and 45 ministries and
branches at central level. - Provide professional guidance, training and build
up gender advisor network. - Request the Ministry of Finance (MOF) to provide
guidance on budgeting for advancement of women
activities.

- 4. Communication and training
- Publishing quarterly Bulletin Women and
Advancement (English Vietnamese) 46 book
titles, study materials and CEDAW 4 times. - Training on gender knowledge, gender
mainstreaming, leadership skills, operational
skills for the advancement of women for more than
5.000 participations of cadres. - Undertaking nation wide launching campaign
promoting gender equality via mass media, posters
etc. - Developing and updating NCFAW information via its
Website (in both Vietnamese and English).

- Objectives
- Grasp CFAWs activities and the implementation
progress of Party and government guidelines and
policies towards women. - Support CFAWs to dealt with difficulties
- Propose to Government and functioning sectors at
strategies to enhance gender equality and women
advancement - Methodology Organise monitoring missions.
Mission members are Member of NCFAW head of
mission and representatives from VWU, Central
Committee for People Mobilisation and NCFAW
office staff - Total of monitoring missions

16International cooperation
- Being an official member of Sub-Committee ASEAN
of women in 1996 now ASEAN Committee of Women
(ACW). - Being a member of gender task force group (in
1999) now Gender Focal Point Network in APEC
(GFPN). - Actively participating in annual meetings of the
UN Commission for Status of Women (CSW) of
Francophone and Non-Alignment Movement - Mobilising international supports for activities
to advancement of women with total fund of 3 m.
USD through bilateral and multilateral projects - Being key member of the Gender Action
Partnership (GAP) - Coordinating draft 6 Country Reports on CEDAW
implementation.
17Conclusion
- The Machinery becomes more completed, better
implement assigned functions and tasks - Advantages
- Having consistent guidelines and policies of
Party and Government towards gender equality and
advancement of women. - VWU with strong women movement.
- Challenges NCFAW, CFAWs have limited capacity in
professional activities, gender mainstreaming and
in fund mobilisation etc.
