• Review the relevant literature and the experience
  of federal agencies, other states, and other
  countries
• Define requirements for participation of the
  various state transportation agencies
• Specify analytical methods and data needs that
  support multimodal systems integration
• Perform case studies and transfer the developed
  methodology to the VTrans2025 committee
