New selection model
  • New approach to testing
  • Allow for greater flexibility to better fit the
    needs of services and rationalise testing.
  • Distinction in selection procedure between
    generalists and specialists.
  • Limit the number of tests which candidates will
    sit (A1 tests valid for a certain period for all
    generalist profiles in the same function group)
    Entry ticket.

Generalist profiles
  • Permanent registration and testing
  • CBT for A1 tests and part of A2 tests in the
    field (item bank available for certain profiles
    such as HR, IT, Finance, etc)
  • Need to create database with test items for
    certain other fields
  • Regular up-date of database
  • Full EPSO package
  • From 2012 onwards

Specialist profiles
  • Registration and testing in time slots
    (campaigns)
  • B1 test will depend on the number of candidates
    CV sift or CBT
  • Active involvement of the services in order to
    best meet the needs
  • B2 tests limited to practical tests which have
    added value for the selection process
  • Either full EPSO package or limited EPSO support
    (decentralised selection process with the
    approval of EPSO)
  • From 2011 onwards

  • Institutions friendly
  • Generalists database will be refreshed regularly
    (at least on a monthly basis)
  • Laureates will update their CVs every year
  • EPSO support throughout the selection process
  • More precise sifting for specialists (Talent
    Screener)
  • De-centralised testing for specialised profiles

  • Candidate friendly
  • Permanent registration (all year for the
    generalist profiles)
  • Fast individual procedure from registration to
    results (no need to wait for all candidates to be
    tested)
  • Less tests to sit (A1 results valid for all
    profiles in the same function group)
  • Possibility to update regularly their CV
