WHAT IS AN OFFICIAL PLAN?
  • It is a 20-year land use policy blueprint
    guiding the future development of a Municipality
    that is reviewed at least every 5 years
  • It directs development, protects the environment
    and allows for the construction of new
    infrastructure
  • The Ontario Ministry of Municipal Affairs
    Housing is the approval authority for Official
    Plans

THE OFFICIAL PLAN REVIEW PROCESS
  • The Beckwith Official Plan came into effect on
    November 15, 1989
  • Section 26 of the Planning Act requires that
    Official Plans be reviewed and updated at least
    every 5 years and in keeping with current
    provincial policy initiatives
  • The Beckwith Official Plan has not been updated
    although a series of Amendments have occurred

THE 2005 PROVINCIAL POLICY STATEMENT (PPS)
  • The PPS provides policy direction on matters of
    provincial interest related to land use planning
    and development
  • Strong Communities Determining future growth
    areas and encouraging alternative and renewable
    energy systems in appropriate areas
  • Resource Management Protecting natural
    heritage, prime agricultural, mineral and
    cultural heritage resources
  • Protecting Public Health And Safety Restricting
    development in natural or human-made hazard
    areas
  • All planning must be consistent with the PPS

BACKGROUND REPORT HIGHLIGHTS
  • Beckwith has averaged 3 growth per year since
    1991
  • Beckwiths 2029 population projected to be
    11,230 people
  • Beckwith has an aging population
  • There are 1,093 available residential lots in
    Beckwith (subdivision, infill, redevelopment,
    consent)
  • Beckwith needs 1,911 residential lots
  • There is an 818 lot shortfall
  • Beckwith needs 654 hectares of land (1.5 acres
    per lot)
  • The 1997 loss of commercial lands along Highway
    7 has impacted local employment lands but the
    planned expansion of Highway 7 can provide land
    for growth

PROPOSED ISSUES AND DIRECTIONS
  • Potential future development areas to remain
    focused on the current Community Development
    Areas
  • Development to remain restricted in areas having
    servicing or environmental constraints
  • Review consent approval restriction to 2
    residential lots per parcel
  • A strategic framework for a potential Highway 7
    Corridor land use designation
  • The Green Energy and Green Economy Act exempting
    renewable energy projects from the Planning Act
  • Identify development review criteria and require
    appropriate studies

  • Please review the mapping and discuss any issues
    or questions with us tonight
  • We will review the comment sheets following
    tonights open house
  • Based on input from you and Council, we will
    prepare a Draft Official Plan Amendment
  • We will hold an open house for public review of
    the Draft Official Plan Amendment (early Fall)
  • Based on this input, we will finalize the
    Official Plan Amendment and initiate the
    adoption process, which will include a statutory
    public meeting by Council (late Fall)
