Current ASTAP Work
  • Carried out by Other Groups OWMG, IRG, ITU-T,
    RLG CGS and Expert Groups HAPS, IA, IMT,
    IRT, IS, ITS, NGN, NGW.
  • Supported by Seminars and Workshops on particular
    subjects (including Conference preparation)
  • Some of the work is carried out by email, much at
    face-to-face meetings.

Further Ways of Working?
  • A Group was established at ASTAP 7 (Seoul) to
    discuss issues raised by Dr Horton in a paper
    discussing a future ATSI.
  • Discussion continued up to and during ASTAP 8
    (Hyderabad). There was agreement that for the
    need to identify regional standardisation
    requirements, and to establish procedures to
    establish authoritative statements of these
    requirements

Future Working Methods
  • There was general agreement that there would have
    to be many things done before a concept like ATSI
    could be considered in detail.
  • Changes such as those just presented, which went
    to the APT MC, are steps on this path. These
    changes are independent of any decision to move
    to an ATSI.

The Pilot Project Concept
  • The group that looked at this issue for ASTAP
    suggested we couldselect a small number of areas
    on which there is an immediate need to identify
    regional requirements that could be the basis of
    regional proposals or other authoritative
    regional documents.
  • This would provide a trial, or Pilot, of new ways
    of working and new forms of ASTAP output

The Pilot Project Concept
  • Any Pilot Project would have to involve a much
    greater level of work, electronically as well as
    face-to-face
  • After discussion in the Network JEG, the ASTAP 8
    Plenary suggested that NGN could form the basis
    for such a Pilot Project.
  • The Network JEG is continuing to look at what
    might be in an NGN Pilot Project, defining some
    appropriate part of this wide area of activity
    for ASTAP work.

Criteria for Pilot Project Choice
  • The points raised at ASTAP 8 to help select
    future regional work included
  • a suitable global standard does not exist, and is
    unlikely to be developed in an appropriate
    time-frame, or
  • special regional requirements are not met within
    current international standards, or
  • there is a proven need for a regional option to
    be developed within an international standard
    and
  • benefits are clearly greater than costs,
    including development resource costs, compliance
    costs, delays or disputes.

We Have Work to Do!
  • The ASTAP Discussions were reported to the last
    APT Management Committee, and there appears to
    have been some detailed discussion.
  • The MC Report says the concept of Pilot Project
    was agreed and its details will be discussed in
    the Next ASTAP meeting and back forward to the MC
    for its approval.
