Core concept Qualification
  • A qualification is achieved when a competent body
determines that an individual has achieved
learning outcomes to given standards. A
qualification is a formal outcome of an
assessment and validation process (EQF 16.06.06).

Core concept Learning Outcomes
Learning outcomes are statements of what a
learner knows, understands and is able to do on
completion of a learning process and are defined
in terms of knowledge, skills and competence (EQF

Outlook on the role of VET providers
Lifelong learning lack of communication and
co-operation between VET providers/authorities at
different levels and in different countries (EQF
05.09.06)
Implementation of ECVET needs clear commitments
from competent bodies and providers (ECVET
02.10.06)
The primary users of the EQF will be bodies in
charge of national and/or sectoral qualification
systems and frameworks. The EQF will only be
relevant to VET providers after the referencing
process at national and/or sectoral level to
compare the profile and content of their own
offers to those of other providers (EQF 05.09.06)
ECVET will be a mechanism supporting synergy
between VET providers by supporting the
co-operation between partners for transfer and
accumulation of credits (ECVET 02.10.06).

Outlook on the role of VET providers
  • Decision of adoption

Statement of competent body on implementation and
formalisation of ECVET in national context
MoU
VET providers (and/or competent body) establish
partnership agreements
Deals with correspondence between qualifications
(units and credit points) and/or learning
outcomes concerned by transfer The assessment,
transfer and validation processes (units or parts
of units) and the specifications for quality
assurance.
Learning agreement
Mobile person and mobility partners
Specifies the learning outcomes expected at the
end of a period of mobility (units or parts of
units) and the associated points of credit.
