4CDM - Programme of Activities (PoA)
- Programme of Activities is
- A voluntary action,
- Implementing a policy, measure or stated goal,
- Coordinated by a public or private entity,
- Resulting in emission reductions or removals that
are additional. - Local/regional/national policy or standard cannot
be considered as a clean development mechanism
project activity, but - Project activities under a programme of
activities can be registered as a single clean
development mechanism project activity

- Programme life for 28 years (60 years for AR
programmes) - Each CPA crediting period either 10 or 21 years
but limited to remaining life of PoA - CER registered/ issued in the name of managing
entity and distributed among the participants
according to contract - Methodology/ technology measure type used is same
for all CPAs - Only one methodology can be applied for CPAs
development - Change in methodology applies to new CPAs only

10PoA impact on Public Policy
- PoA may help in -
- Reducing impact of Type E plus policies which
are Existing national and/or sectoral policies or
regulations that give comparative advantages to
more emissions-intensive technologies or fuels - Promoting Type E minus policies which are
National and/or sectoral policies or regulations
that give positive comparative advantages to less
emissions-intensive technologies (e.g. public
subsidies to promote the diffusion of renewable
energy or to finance energy efficiency programs).

21Conclusion
- CDM PoA cycle includes a number of stakeholders
and process facilitators. - Role of each of them has unique importance.
- Various models can be framed based on a number of
criteria, including who takes risk in a PoA. - Seven models have been suggested in the report.
- These models are not the only possible ones.
Other models can also be created and many
variants can be prepared based on local and
regional needs.
