Problem Statement

• Utilization of basic preventive services and
  screenings remains too low.
• The present health care system is not optimally
  designed to deliver preventive services on a
  massive scale.
• Barriers to the utilization of preventive
  services include (but are not limited to)
• Lack of awareness
• Lack of access
• Lack of coverage
• Lack of convenience
• Insufficient incentives for both providers and
  consumers
• Insufficient reimbursement levels

Two Interrelated Focal Points

• Major initiative to better define new delivery
  models for preventive care
• Joint development of co-branded consumer-oriented
  tools and materials designed to help raise
  awareness and utilization of preventive services

Current PHP Activities

• Archimedes studies and joint scientific
  publications on clinical preventive services.
• Periodic Health Encounter.
• Development of a screening tool to help consumers
  identify age-appropriate screenings that could be
  used in a clinical setting.
• Exploring new models for increasing awareness and
  utilization of basic preventive services
  especially among vulnerable populations.

PHP Structure and Process

• Top-down initiative
• Lots of committees and working groups
• Governance by committee (no formal process)
• One executive (with a small staff) reporting to a
  steering committee
• Shared budget with equal contributions
• No signed agreements except around the use of our
  brands and budget
• Standard evaluative criteria for Ad Council
  campaign
• A national campaign (no directive to state or
  local chapters to follow suite)
