Background

• German public safety system - organized by the
  German Federal States.Operate fleet of Nuclear,
  Biological and Chemical Reconnaissance Vehicles
  (NBC RVs)

• For measuring, detecting and reporting
  radioactive, chemical, biological contamination
• search for scattered radioactive fragments
• acquisition and reporting of meteorological data
• ground, water and air sampling
• transmitting data from the vehicle to the control
  centre

NBC RV Communication

• Current situationmeasured values are reported
  to a Central Control Unit (CCU) over assigned
  Public Safety Organization (PSO) analog voice
  radio channel.
• Disadvantages
• Lack of security
• Limited throughput
• Channel blocking
• Limits number of NBC RVs that can be operational
  simultaneously
• Proprietary data model
• No roaming
• Study on behalf of the Center for Civil Defense

  for PSO in Germany (e.g. Tetra-25, Tetrapol, etc.)

• No available technology fits the requirements!

Proposed solution

• To overcome these problems, we propose a
  heterogeneous and flexible communication platform
• Vertical handover between overlay networks
• Open for new communication technologies
• Feedback from communication layer to application
  layer
• Adaptation of generated data stream(filters,
  prioritization of data, etc)
• Standardized data models for improved
  interoperability

• There are few if any problems we can deal
  with on our own. International cooperation is a
  necessity. We need to pursue our objectives
  both through organizations and through
  partnerships with other key actors or
  regions.In particular we should look at
  stronger arrangements for civilian planning and
  mission support.

  to respond to major disasters, European Council
  communication, March 25, 2004
• Only by increasing specialized skills, working
  closely together, pooling resources and
  increasing funding can the EU be better prepared
  to protect citizens when a disaster strikes
  inside as well as outside of the Union.
