5
Utah Wind Resource
  • 750 1000 MW potential
  • - based on the current transmission system
  • - represents a 1 billion investment
  • - enough power for about 187,000 to 250,000
homes or about 10 of Utahs population

6
Renewable Energy Incentives
  • Renewable Energy Tax Credit
  • Anemometer Loan Program
  • PacifiCorp Blue Sky Program
  • Wind Working Group
  • Net Metering
  • Utah Sales and Use Tax Exemption (saves
    approximately 6)

7
Utah Renewable Energy Tax Credit
  • Personal 25 of cost, up to 2,000 max
  • Corporate 10 of cost, up to 50,000 max
  • The technologies included are solar electric,
solar thermal, passive solar, wind, biomass, and
    hydropower

Credit is due to sunset at the end of this year
Dec 31, 2006 The credit is currently being
considered for reauthorization by the legislature
(geothermal has been added to the bill being
considered), however flat tax initiatives may
eliminate this credit.

Utah Anemometer Loan Program
Made possible through the U.S. Department of
Energy's Wind Powering America Initiative.
Website http//geology.utah.gov/sep/wind/anemomet
er.htm
To apply for an anemometer, please click on the
appropriate link below and mail the completed
application to the State Energy Program, 1594 W
North Temple, Suite 3110, Salt Lake City, Utah,
84114 or fax to (801) 538-4795. 20-meter towers
are appropriate for collecting data for
small-scale projects or preliminary data for
large-scale projects. There is no fee involved
with the 20-meter tower. 50-meter towers are
generally used for those contemplating a
large-scale project. The applicant is responsible
for the installation costs for the 50-meter
tower.

Data Analysis
  • Project Objectives - Establish what the
applicants intentions are (large scale, small
    scale, either)
  • Project Duration - at least one year (ideally
longer in case of mishap, faulty data, equipment
    problems, etc.)
  • Data Collection
  • data plugs need to be switched out every month
  • monthly report is prepared and mailed to
    participant
  • data plugs record wind speeds/direction every
    10 minutes
  • Data Analysis
  • - Summary report along with economic feasibility
of various wind energy project types (depending
on applicants intentions) is prepared for
    recipient

11
PacifiCorp's Blue Sky Program
  • Program that enables customer to choose renewable
    energy.
  • Costs 1.95 will be added to your regular bill
per 100 kWh block (about 10 of average household
    consumption)
  • You determine the percentage of renewable
energy that you want to purchase
  • - No difference in power reliability or quality
  • Benefits
  • Clean energy
  • Encourages and supports the development of
    renewable energy
  • Renewable Energy From
  • Condon Wind Project (Gilliam
    County, Ore., 49.8 MW)
  • Stateline Energy Center (Umatilla County, Ore.
and Walla Walla County, Wash., 300 MW)
  • Klondike Wind Project (Sherman County, Ore.,
    24 MW)

Utah Working GroupsWind ? Solar ? Geothermal
  • The Utah Working Groups are organizations
comprised of representatives from federal, state
    and local governments, utilities, renewable
    energy advocates, renewable power industry,
    environmental organizations, landowners, and
other entities interested in the development of
    renewable energy facilities in Utah.

Mission
(1) inform and educate members about renewable
resources and development in Utah, and (2) help
remove barriers to renewable energy development
by creating a set of action items to focus the
working group.

presentations and minutes from previous meetings

Net Metering of Renewable Energy
This law requires all electric utilities and
cooperatives in Utah (municipal utilities are
excluded) to allow customers to connect renewable
energy systems to the grid for their own use and
to supply excess electricity to the electric
grid.
  • The utility will "net" the customers electricity
use and production over the monthly billing
period, in essence, paying the customer retail
price for the electricity they produce.
  • System size capped at 25 kW
  • Customer is credited for excess power at avoided
    cost rate
  • Credit can be used to offset electricity charges
    that same year
  • Any unused credits expire at the end of the
    calendar year
  • solar, wind, small hydropower, or fuel cell
systems of up to 25 kW in size are eligible

14
Utah Sales and Use Tax Exemption
  • Exempts UT Sales Use tax on long-term leases
and purchases of equipment necessary to build
    renewable energy production facilities that
  • - are operational on or after July 1, 2004 or
  • - have their generation capacity increased by
    one or more megawatts
  • saves approximately 6

Solar Energy
  • DNR has been using solar energy systems since
    1988.
  • generally installed where utility power is not
    available (remote locations)
  • UEO has partnered with NPS since 1992 to assist
the parks in Utah with energy efficiency and
    renewable energy projects
  • Traditionally, diesel generators were used to
provide electricity at off-grid locations such as
this, however, solar energy systems have proven
to have lower life-cycle cost and maintenance
compared to diesel generators. Other benefits are
24 hour per day electricity availability as well
    as reduced pollution and noise.
