Measurement in AfricaAddis Ababa, Ethiopia,
07-09 March 2007
- Integrating ICT Indicators in National
Statistical Systems - by Bakary DOSSO, ACS, UNECA
- (2007)
2 Outline

- National Statistical Systems
- Stakeholders
- Central role of NSO
- Integrating Frameworks
- Concepts, methods, Classification
- Policies Frameworks
3 Outline
- Benefits of Integration
- Challenges
- Conclusions
4 Introduction
- Increased demand for quality statistics with the
need to focus development efforts on measurable
results (MDGs, NEPAD, PRS,) - Data Gap in the production of traditional
statistics and weak capacity of national
statistics systems (Human, Financial,
Infrastructural) to respond to emerging needs - Poor coordination of the NSS Different
Institutions Different methods
5National Statistical Systems
- Suppliers individuals, households, enterprises,
NGOs, - Producers Line ministries, NSO,
- Users of Statistics Line ministries, private
sector, general public,. - Training Institutions
- Coordination body
- National and External Stakeholders

7 Integration frameworks
- Technical aspects Concepts, methods,
- Classification
- Policies aspects
- Statistics as a cross cutting issue in national
development agenda - -Regional and national development frameworks for
the development of statistics
8 Integration frameworks
- Methods used for ensuring that data are coherent
and comparable - Common classifications
- Clear identification of statistical units
- Common concepts and definition
- The list of Core ICT indicators provided by the
Partnership on Measuring ICT for Development is
an important step towards harmonizing
inter-countries comparability and exchange of
data.
9 Integration frameworks
- Definitions, Concepts, Classifications
- Core ICT indicators (subsets)
- (i) ICT infrastructure and access
- (ii) Access to, and use of ICT by
- households and individuals
- (iii) Use of ICT by businesses
- (iv) ICT sector and Trade in ICT goods
10 Data integration
- Integration of the interdivisional activities of
statistical organizations (horizontal dimension)
ensures that concepts, methods, classifications
and definitions are fully unified with the
operations of the statistical services - Common economic classification (ex. ISIC)
- International trade classification (ex. SITC)
- Integration of questions in existing surveys (HH
surveys, business surveys,.) - 2010 RPHC
11 Initiatives and Policies towards the
integration of ICT statistics in NSSs
Regional Reference Strategic Framework for
Statistical Capacity Building in Africa
(RRSF) National Strategies for the Development
of Statistics (NSDS) Guide for Planning an
Integrated NSS (Paris 21, AfDB, Intersect)
12 Initiatives and Policies towards the
integration of ICT statistics in NSSs
RRSF ( lead by ECA, WB, AfDB, PARIS
21) Recognition of the need of a regional
strategy to address the data gap in Africa to
respond to the result agenda (PRS and other
national plans, NEPAD, MDGs) (follow up to the
MAPS 2004) Three themes i. Meeting users needs
ii. Improving management of statistical systems
iii. Ensuring the sustainability and
irreversibility of statistical development
13 Initiatives and Policies towards the
integration of ICT statistics in NSSs
RRSF Goal Broad time bound guideline (2015) to
strengthen African NSSs. Four objectives -
Advocacy User needs- Use of statistics-Synergy
in NSS 12 strategies Overall strategy
Development and implementation of NSDS
14 Initiatives and Policies towards the
integration of ICT statistics in NSSs
- RRSF 12 Strategies
- Statistical advocacy
- Cross cutting sector in development process
- Update legal and regulatory framework
- Assess and prioritize user needs
- Undertake data development
- Foster coordination, collaboration and
partnerships
15 Initiatives and Policies towards the
integration of ICT statistics in NSSs
- RRSF 12 Strategies
- 7. Enhance statistical infrastructure
- 8. Harness ICT
- 9. Develop human capital
- Improve data analysis
- Improve data dissemination
- Improve funding and sustainability
16 Initiatives and Policies towards the
integration of ICT statistics in NSSs
RRSF Monitoring and evaluation AfDB and ECA to
jointly coordinate the implementation of the
RRSF A logical framework with more than 80
measurable indicators, means of verification and
risk factors
17 Initiatives and Policies towards the
integration of ICT statistics in NSSs
- NSDS
- A framework for strengthening NSS
- Cover the entire NSS
- Participatory approach
- Prepared by the country and nationally
- owned
- Endorsed by national authorities
- Demand driven and integrated in national
- development process
18 Initiatives and Policies towards the
integration of ICT statistics in NSSs
- NSDS
- 5 phases
- Launching of the process
- Assessment of the current status
- Developing the vision, and identifying
- strategic options
- Implementation plan and
- Implementation, monitoring and
- evaluation.
19Initiatives and Policies towards the integration
of ICT statistics in NSSs NSDS Preliminary
report (PARIS21, 12/03/06)
Fifteen (15) african countries have completed the
design of their strategy and/or are already
implementing it. Angola, Mauritania, Mozambique
and Sudan, to apply NSDS principles to their next
strategy) Thirty-two countries are currently/or
have started the process to prepare a statistical
strategy . (e.g Botswana, Ghana, DR Congo,
Gambia, Guinea, Niger, Sierra Leone, Tanzania,
Uganda,..). Four countries have expressed their
intention to design one soon (Egypt, Eritrea,
Liberia, Libya) Seychelles, Somalia) have no
strategy in preparation or in place,
20Benefits of Integration
- Less duplication of efforts efficient use of
- resources
- Consistent and standardized data
- Sustainability of the collection and analysis.
21 Challenges
- Weak coordination among the various components
of - the NSS Importance of elaborating and
implementing - a NSDS
- Existence of silo mentality at the NSOs and
- Sectors
- Lack of commitment to statistical development
by - national government Advocacy
- Inadequate human, financial and infrastructural
- resources in the NSOs and sectors
-
22 Conclusion
- Foster coordination among the various components
of - the NSS in charge of ICT policies and
measurement NSOs, Regulators, Ministry in charge
of ICT, Operators, research and training
institutions, - Encourage horizontal Integration of data in NSOs
and Sectors (use of common metadata, integrated
household surveys,) - Advocacy for the NSS to effectively include
questions related to ICT in the 2010 RPHC - Advocacy for the design and implementation of
NSDS and ensure that ICT sector is mainstreamed
in it
