Presentation of Dangling the Carrot Analysis and
Discussion of Skilled Immigration to Regional
Australia Report

  • It is projected that Australias population will
peak at approximately 26.4 million by 2051.
  • This predicted growth is calculated according to
  • continuing trends of an average net-intake of
100,000 immigrants per annum from 2005-06
  • fertility rate sustained at 1.6 from 2011
  • gradually falling mortality rate and
  • an inevitably ageing base population.
  • (ABS, 2003 Population Projections, Australia Cat.
    No. 3222.0 )

3
Current Government policy encourages increased
skilled immigration to regional areas. Primary
motivation of immigrant settlement is close
proximity to family/friends, in culturally
relevant areas, good opportunities of employment.

  • new waves of migrants generally commence
employment in the seasonal agricultural industry,
and over time extend into niche or indirect
agricultural industries, develop new demand and
    therefore industries.

  • It is important to understand what the
    Shepparton case-study reveals about critical
factors involved in attracting immigrants to
    regional Australia
  • High employment availability
  • Ensuring access and migrant awareness of
    services and
  • Potential sponsoring parties having a greater
awareness of available government programs and
    what they offer.

Out-migration, in-migration and immigration is
experienced disproportionately around the
State.Despite the age in data, these population
migration patterns have not changed much.

  • Tasmanian public servants integrally involved in
regional skilled immigration policy and programs
unanimously suggest that the intangible notion of
lifestyle bears influence on skilled immigrants
    settlement choice.
  • Jackson states that only Immigrants desiring a
particular lifestyle will settle in Tasmania
    (2003).

10
  • Identified factors of settlement motivation are
    prevalent pull-factors in influencing settlement
    choice
  • Importance of coordinated service provision and
  • Need for monitoring of integration.

11
  • Canadas population is over 10 million larger
    than Australias.
  • Immigration is the primary source of Canadas
    population growth, with net-migration exceeding
150,000 immigrants per annum and accounting for
more than 50 of Canadas growth between 1996 and
2001 (Citizenship and Immigration Canada 2003).
  • 60 of immigrants settle in Ontario 50 within
the city of Toronto, 15 in British Colombia and
15 in Quebec predominantly in the cities of
Vancouver and Montreal. (House of Commons 2002).

  • The Daily News suggests PNP initiatives have
not been expanded enough and could, for example,
    embrace corporate-tax breaks for businesses
    re-location and expansion.

Concentration of Australias Settlement
PatternsAustralia is one of the most sparsely
populated, yet most highly urbanised countries in
the world with 85 of Australias population
residing on 3.3 of Australias land mass.
Immigrant settlement patterns are more highly
concentrated than local Australians.

15
  • Australia has one of the most relatively mobile
populations in the world. 42.3 of the population
moved in the previous Inter-Census period (ABS
    2001).
  • However, 65 of immigrants consistently settle in
Sydney and Melbourne changing this trend will be
    hard.

16
  • ENHANCE REGIONAL IMMIGRATION BY ENCOMPASSING
    OTHER OPTIONS
  • Maintain current program including other
    immigrant categories
  • Expand current program to integrated migrants
  • Additionally target re-locating local population
  • Undertake immigration within broader context of
    regional development and
  • 5. Possibly do so within strategic State plans,
    consistent with other jurisdictions.
