Canada opens a New Rural and Northern Immigration
Pilot

• Canada has launched a new Rural and Northern
  Immigration Pilot spanning five years for
  attracting new immigrants and skilled workers to
  small communities.
• Aims and vision
• The pilot will also boost small communities
  having an aging population and suffering from
  acute labor shortages. Presently they are
  struggling to attract and retain fresh
  immigrants. Moreover, it will build on the
  success of the Atlantic Immigration Pilot that is
  an initiative to attract younger and skilled
  immigrants in the Atlantic Provinces.
  Furthermore, this Pilot is open to all provinces
  Canada outside the Atlantic region, but excludes
  Quebec, which has its own Immigration Programs.

Area of operation

• Provinces/Territories covered by the Rural and
  Northern Immigration Pilot are as under
• Alberta
• Saskatchewan
• British Columbia
• Northwest Territories
• Manitoba
• Nunavut
• Ontario and finally Yukon

• The program has a clause that the communities in
  these provinces must apply to IRCC for inclusion.
  The policy of the Canadian government states that
  the interested communities need to closely work
  with a Local Economic Development Organization
  for submitting the application, showing the way
  they can meet the eligibility criteria. Moreover,
  they must reveal the way in which immigration
  promotes the economic development of the
  community.
• The background
• Small communities, located in Northern Ontario,
  made an appeal to the federal government to
  introduce a program that is similar to the
  Atlantic Immigration Pilot for attracting new
  immigrants. Ahmed Hussen, Federal Immigration
  Minister, says that the pilot will help the
  economies of the communities. Additionally, this
  immigration pilot will ensure that all benefits
  of immigration reach all areas of the country.

Deadline

• All communities who have an Interest and meet the
  requirements can submit the application until
  March 1, 2019, to the federal government. An
  announcement on the selected Communities will be
  made in spring 2019. After this, the process of
  identifying new PR candidates will begin in
  summer 2019. Furthermore, there is no
  confirmation regarding any quota in the Rural and
  Northern Immigration Pilot. In 2018, the quota
  for nomination in the Atlantic Immigration Pilot
  was 2,500 workers.
• RNI Pilot Community Requirements
• Communities must be
• Having a population of 50,000 or below this.
  Moreover, their location must be 75km away from a
  Census Metropolitan Area, or
• In case there is a population of 200,000 and they
  are remote from other large cities, as per the
  Remoteness Index of Statistics Canada.

• The location must be in Manitoba, Alberta,
  Northwest Territories, British Columbia, Nunavut,
  Saskatchewan, Ontario, and finally Yukon,
• They must also have sufficient job opportunities,
• Having an Economic Development Plan.
• They must also have the local economic
  development organization to manage the pilot in
  their community.
• Provide Help to settle immigrants in their
  community by developing strong relationships with
  local/regional organizations that serve the
  immigrants
• Having Opportunities to connect all newcomers
  with established community members
• Access to services including Health care,
  Education, Transportation, and Housing,

Requirements

• Communities must obtain letters of support from
• The municipality or local leaders) and
• Local /regional organizations that serve the
  immigrants
• Ways in which the Communities can apply to this
  PilotA completed application must include all
  the following
• Community Interest Form
• The economic development plan of the past 3 years
• A letter from a municipal leader regarding
  extending support
• A letter of support issued by Local /regional
  organizations that serve the immigrants
• Alternatively, the application might also include
  Letters of support from Major employers,
  Community members, and also contain relevant
  Demographic and economic data Moreover The
  Economic Development Organization should complete
  the application, before March 1, 2019.

Additional requirements

• A Local Economic Development Organization needs
  to have the following
• Economic development that is vital to its mandate
• A strategic plan, under a broader plan
• Availability of resources for participating in
  the pilot and these are the Examples
• Community futures organization, Chambers of
  commerce, independent not-for-profit economic
  organizations, Hybrid organization belonging to
  the municipality having the board of directors
  comprising community stakeholders.
