Definition of Systems Engineering
  • Systems engineering is an interdisciplinary
approach encompassing the entire technical effort
to evolve and verify an integrated and total life
cycle balanced set of system, people, and process
solutions that satisfy customer needs. Systems
engineering is the integrating mechanism across
the technical efforts related to the development,
    manufacturing, verification, deployment,
operations, support, disposal of, and user
training for systems and their life cycle
    processes. Systems engineering develops
technical information to support the program
    management decision-making process.

SE Role in Implementing EVM Success...
  • Lay foundation for EVM prior to Contract Award
  • Support Implementation of EVM Post Contract
    Award
  • Leverage SE Process in support of EVM across the
    Acquisition Life Cycle

4
SE lays foundation for EVM success prior to
Contract Award
  • In support of the Program Manager
  • Develop SOW and WBS to define the entire scope
    of effort
  • Build Integrated Master Plan/Integrated Master
    Schedule
  • Estimate Resources to execute the Plan IAW
    Schedule

Support EVM Implementation Post Contract Award
  • Update Work, Schedule, Resources IAW Contract
  • Review Performance Measurement Baseline
  • Active participant in the Integrated Baseline
    Review
  • Determines that the Performance Measurement
Baseline (PMB) is responsive to the scope of work
    required
  • Joint assessment of
  • Coverage of SOW/WBS
  • Scheduling of work
  • Resource allocation
  • Earned Value methodologies
  • Technical content of PMB
  • Realism and Risks

SE develops the Technical Performance Measures /
Critical Technical Parameters and other objective
measures that underpin EVM assessments
